PERSONNEL
7.1. Hazing. Hazing of cadets will not be tolerated and is STRICTLY PROHIBITED. The SASI will deal harshly with any cadet who uses their leadership position, seniority, or rank/grade to engage in behavior, physical or verbal, that is demeaning, retaliatory, or dangerous for personal gain. This prohibition includes directing a cadet to do physical activities for punishment or directing comments towards a cadet that can be interpreted as threatening, demeaning, or containing prejudicial comments or overtones. The SASI should brief all cadets on this policy at the beginning of each school year and again at about the halfway point of the year.
7.2. Cadet Grade (Rank). There are two grades a cadet may hold. All references to cadet grade will have the word "Cadet" as part of the cadet grade, i.e. Cadet Major Josh Smith. Standardized AFJROTC insignia (Figure 7.1), which are worn on the cadet uniform, represents grade. Cadets must also know and recognize active military service grades. Cadets will also be familiar with our Army, Navy, Marines and Coast Guard's military service grades. Two cadet grades are:
7.2.1. Permanent Grade. This grade is commensurate with the number of years of successful AFJROTC completion. Normally, the first promotion will be awarded at the beginning of second trimester, provided satisfactory progress has been made up to that point of the year. Other permanent promotions are at the beginning of the academic year. Retention of the permanent grade is contingent upon satisfactory performance and behavior. Permanent grade for the first year is CADET AIRMAN BASIC/AIRMAN, second year CADET AIRMAN FIRST CLASS, third year CADET SENIOR AIRMAN, and fourth year CADET STAFF SERGEANT.
7.2.2. Temporary Grade. Cadets will be awarded a temporary grade based on their cadet job/position and their performance. Since the grade is temporary, it will not necessarily be carried over from year to year, performance determines achieving and retaining. Officer and Senior NCO (SNCO) grades are harder to achieve and should normally be awarded to upper-class cadets only. Thus, to determine if officer/SNCO grades will be awarded and retained, the SASI and ASI will closely scrutinizes a cadet officer’s entire academic record and conduct. A cadet will wear the insignia of the cadet temporary grade. Normally, cadets will not hold a temporary grade higher than the maximum grade authorized for the job in the Unit Manning Document (UMD).
7.3. Cadet Promotions. The cadet promotion system promotes cadets to permanent grades commensurate with the number of years of successful completion of AFJROTC, promotes cadets to temporary grades to fill cadet jobs, and promotes exceptional performers. The cadet job assignment system places cadets in leadership jobs where they can demonstrate and refine their leadership skills. Promotions and assignments are not based solely on past performance, but on the cadet's potential and willingness to assume jobs of increased responsibility. Promotions are tied to assignment to leadership jobs where a cadet can make and learn from their mistakes.
7.4. Cadet Job Assignments. The SASI/ASI should promote cadets, assign cadets to jobs, demote cadets, and reassign cadets from IN-20041 AFJROTC UMD positions on cadet orders. The incoming and outgoing Cadet Corps Commanders will submit staff position recommendations to the SASI and ASI, who will approve all key staff and commander assignments.
7.5. Promotion and Job Assignment Selection Criteria:
7.5.1. Academic and Leadership Performance. How well does the cadet perform in all their academic studies and in AFJROTC leadership positions? Does the cadet complete assignments, seek out responsibility, and work well with other cadets?
7.5.2. Leadership and Management. How well does the cadet perform assigned cadet duties? Is the cadet considerate of the needs of others? Do they maximize use of available resources? Can they motivate cadets or do they do all the work themselves? Do they serve as a good role model? Do they manage time well? Have they shown leadership potential? Do they need an opportunity to exhibit leadership potential?
7.5.3. Co-curricular Activities. To what degree do they participate in cadet activities within constraints of work and other obligations? Do they volunteer for community, school, and Corps service activities? If they are active in other school activities, do they assume and seek out leadership positions?
7.5.4. Responsibility and Conduct. How well does the cadet accept school and AFJROTC duties and responsibilities? Is the cadet punctual? Does the cadet set the example by adhering to class rules? Can the cadet follow simple instructions? Does the cadet take responsibility for their actions and other cadets assigned to them? Does the cadet serve as a positive role model for other cadets in conduct, uniform wear, and personal appearance? Does the cadet assume training responsibilities for other cadets? Is the cadet an active spokesman for AFJROTC? Do they display a positive attitude? How long have they been in their current grade (time in grade)?
7.6. Job Assignment Policies:
7.6.1. Cadets who are fourth and third year cadets or seniors should receive priority for assignment to senior cadet staff, commanders, and officer jobs. If there is a lack of qualified seniors, then high school junior cadets will be assigned to officer jobs, but the maximum grade they hold may be limited by the ASI/SASI.
7.6.2. Cadets initially assigned to cadet jobs will normally be awarded a grade below the maximum authorized for the job in the cadet UMD. This is an incentive for the cadet to continue to perform to be eligible for promotion to the highest grade authorized for the position.
7.6.3. The SASI will select the Cadet Corps Commander, with a recommendation from the ASI, and concurrence of the Principal, Merrillville High School. The SASI may also seek out recommendations from teachers, counselors, assistant principals, and coaches.
7.6.4. The Cadet Corps Commander and all other key staff members and commanders may serve in their positions for one year starting in late May and ending the following May with a change of command ceremony. Late May and June will serve as a time to promote cadets, to transition from the old to the new staff, and to plan summer activities such as the Summer Leadership School and activities for the next school year. However, the SASI may elect to change the Corps Commander and other key staff members at mid-year to allow as many cadets as reasonably possible experience senior leadership programs.
7.6.5. The Personnel Officer should publish and distribute promotion orders as needed. Position assignment, grade changes, amendments to correct errors, assignment of and changes to jobs will be published as required. Change of command orders should be published as needed.
7.6.6. First year cadets who participate or have participated in Civil Air Patrol, SEA or other similar Army programs, and scouting where they were Eagle Scouts or Gold Award recipients may be considered for promotion to Cadet Airman and assignment to first level leadership jobs such as Flight Sergeant.
7.6.7. Cadets who transfer from another JROTC program may temporarily assume their permanent and temporary grades they earned at their last unit. The SASI/ASI will request their cadet records from the losing unit. Upon receipt of their cadet records, the SASI/ASI will evaluate the cadet's record and permanently award on orders the appropriate grade and job.
7.6.8. All promotions and job assignments should be announced on CADET SPECIAL ORDERS initiated by the Personnel Officer and authenticated and reproduced by the Information Management Officer. Orders should reflect “AFJROTC TRAINING MATERIAL” at the top and bottom of all pages of the order. The SASI will approve all orders. No promotions, job assignments, or issue of insignia will occur until the orders are published and distributed. All probation letters, promotions, demotions, notification letters, and orders will be filed in the cadet's personnel record, which can be reviewed by the cadet at any time. Cadet records are maintained and secured in the AFJROTC Instructor office. If a cadet leaves the unit, they cannot hand-carry their cadet record, but their gaining unit must request that their cadet record be sent to them upon the cadet's enrollment in their program.
7.7. AFJROTC Service “M” Letter. Rather than develop a cumbersome cadet merit and demerit system, the Merrillville High School AFJROTC Service “M” Letter recognizes cadets who accumulate 1500 points for AFJROTC extracurricular participation, community service, awards, AFROTC sponsored activities participation, AFJROTC training completion, awareness presentations, and letters of appreciation and commendations. Points are cumulative during the school year and DO NOT carry over to the next school year. The Cadet Corps Commander will develop an automated tracking system, which should be posted and updated in the classroom.
7.8. Initial Letter Award. Initial award is the Merrillville High School “M” letter, which may be worn on Merrillville High School letter jackets. Follow on awards consists of devices, which are attached to the “M” letter.
7.9. Cadet Awards. The SASI may convene a Cadet Evaluation Board as needed to recommend cadets to receive AFJROTC cadet awards and AFROTC sponsored awards as described in Figure 7.5. AFJROTC cadet award ribbons are shown in Figure 7.5 in order of importance and wear.
7.10. Honor Flight Award. Recognizes the flight that works as a team to excel in AFJROTC academics, uniform wear and personal appearance. Overall cadet grades will be averaged for all flight members. Competition categories may be divided between first year flights and “upper class” flights to recognize differences between AS1 and upper class cadets. The SASI and ASI will select the honor flight at the end of each Trimester.
For AS-1 flights, the AS-1 flight with the highest grade point average (GPA) at the end of each trimester will be designated as the Honor Flight. If there is only one flight, that flight must achieve an overall GPA of 85 percent to be considered as an Honor Flight. For AS-2 and AS-3 flights to be considered as Honor Flights they must achieve an overall GPA of 85 percent for that trimester. For an AS-4 flight to be considered as an Honor Flight they must achieve an overall GPA of 90 percent for that trimester.
7.11. Honor Flight Recognition. Each member of the flight may receive the outstanding flight ribbon and wear the distinctive gold Honor Flight rope for the following Trimester
7.12. Certificate of Completion. Presented to a cadet in good standing who has successfully completed at least three years of AFJROTC. SASI/ASI reviews the entire period of enrollment and determines if a certificate is to be issued, since the SASI certifies to the armed services that the cadet has earned and deserves training credit. A cadet must have this certificate in their possession when enrolling in college ROTC or when enlisting in the armed services to receive the following training credit:
7.12.1. Excused from one year of the General Military Course (GMC) of the college AFROTC program. Must contact the Professor of Aerospace Science (PAS) at the college or university where the cadet is enrolled to receive training credit.
7.12.2. Enlistment in pay grade E-3 in the Army, Navy, or Air Force and E-2 in the Marine Corps after completion of basic training. Provides immediate substantial monetary benefit and accelerated promotion ahead of other enlistees who enter active duty at the same time
7.13. Certificate of Training. Presented to a senior cadet in good standing who successfully completes two years of AFJROTC. Like the Certificate of Completion, the SASI will review the cadet's entire enrollment to determine if a certificate of training is to be awarded. The cadet must have the certificate in their possession to receive the following training credit:
7.13.1. Excused from one semester of a college AFROTC program. The PAS must be contacted upon enrollment at college or university with the AFROTC program.
7.14. Certificate Eligibility. These certificates are very important documents and are not awarded automatically based solely on academic grades. Total performance and conduct is considered and it is possible to successfully complete the AFJROTC courses but not be a warded a certificate. The SASI and the Principal, Merrillville High School, will determine whether a certificate will be issued.

throughout the year.
Celebrate Freedom Awarded annually to an outstanding first or second year cadet. Ribbon
Foundation/ERAU Cadet must have positive attitude towards AFJROTC and school, Certificate
JROTC Award outstanding personal appearance, display initiative, judgment, and
(1st or 2nd Yr. Cadet) self-confidence, display courteous demeanor, and have growth potential.
Top 5% of AS class and top 15% of academic class.
Air Commando Awarded at SASI discretion for completion on a one page essay Ribbon
Association Award based on a historical Air Force Special Operations mission possessing Certificate
(Any year cadet) the thirteen critical attributes of success: integrity, self-motivation
intelligence, self-discipline, perseverance, adaptability, maturity,
judgment, selflessness, leadership. Skilled, physical fitness, and
family strength.
Distinguished Unit Award consists of a ribbon awarded to cadets enrolled during Ribbon
Award with Merit the same academic year in which 1) the unit receives a HQ
(DUAM). AFJROTC evaluation with an overall rating of Exceeds Standards
and 2) the unit is selected by HQ AFJROTC to receive the DUA.
Both criteria must occur during the same academic year. The unit
will receive a congratulatory letter and a certificate of recognition
which will be posted in WINGS. For each additional ribbon
earned an additional small silver star will be awarded.
Distinguished Unit Awarded to cadets enrolled during the academic year when a unit Ribbon
Award (DUA) is selected by HQ AFJROTC to receive the DUA. Units have to
(All Cadets) set and accomplish goal for the year to attain this award.
Outstanding Is a ribbon awarded to cadets enrolled during the academic Ribbon
Organization year when a unit is selected by HQ AFJROTC to receive the
Award (OOA) OOA. The unit will receive a congratulatory letter and a
certificate of recognition which will be posted in WINGS.
For each additional ribbon earned an additional small silver
star will be awarded.
Outstanding Flight Awarded each academic term (trimester) to members of the Ribbon
(All Cadets) outstanding flight under criteria determined by the SASI.
Top Performer Award This is an HQ AFJROTC award presented to the top 2 percent of Ribbon
(All Cadets) the current cadet population. This award is normally presented
by the Area Administrator.
Outstanding Cadet Awarded at SASI discretion to the outstanding 1st Year, 2nd Year Ribbon
(One for each AS 3rd Year, and 4th Year Cadet. Cadets must be of high moral Certificate
Year group) character demonstrated positive personal attributes, display
outstanding military potential, and attain academic and military
excellence.
Leadership Ribbon Awarded at SASI discretion for outstanding performance in a Ribbon
(All cadets) position of leadership as an AFJROTC cadet in corps training
activities. This ribbon is limited to 5% of the eligible group and is
awarded for consistently displayed outstanding leadership above
and beyond expected performance.
Achievement Ribbon Awarded for significant achievement as deemed appropriate by the Ribbon
(All cadets) SASI. Limited to 5% of the cadet corps. Cadets cannot receive more
than one ribbon during a 1-year period.
Superior Performance Awarded annually at SASI discretion for outstanding achievement Ribbon
Ribbon or meritorious service rendered specifically on behalf of AFJROTC.
(All cadets) Presented for a single or sustained performance of a superior nature.
Limited to 10% of the cadet corps for recognition of achievements
and services which are clearly outstanding and exceptional when
compared to achievements and accomplishments of other cadets.
Academic Awarded for academic excellence as signified by attaining an Ribbon
(All Cadets) overall grade point of at least “B” for one academic term,
(trimester)in addition to an “A” average in AFJROTC.
Cadet Leadership Is a ribbon awarded for completion of an approved leadership Ribbon
Course (CLC) school program of at least 5 days in duration. For each additional
Ribbon CLC completion an additional bronze star will be awarded. Silver
(All Cadets) Star will be awarded for outstanding performance or leadership
ability at a CLC instead of the Bronze Star. Limit the Silver Star to
10% of the class.
Special Teams Awarded to competition team members for placing first, second or Ribbon
Competition Ribbon third place in an Air Force or Joint Service drill meet.
(All Cadets) (must have earned the Drill Team Ribbon first)
Joint/All-Service Is a medal/ribbon awarded to team members who competed at a Medal
National Joint /All Service national-level competition to include Drill Teams, Ribbon
Competition Color Guard Teams, Marksmanship Rifle Teams, Saber Teams,
Award Academic Bowl Teams, CyberPatriot, StellarXplorers etc. For each
additional ribbon earned an additional bronze oak leaf cluster will
be awarded. A single silver oak leaf cluster will be used for the award
of the fifth bronze oak leaf cluster. Medal may not (ribbon may) be
worn during competitions and regular uniform wear days.
Air Force Nationals Is a medal/ribbon awarded to team members who competed at an Medal
Competition Award. Air Force only national-level competition to include Drill Teams, Ribbon
Color Guard Teams, Marksmanship Rifle Teams, Saber Teams,
Academic Bowl Teams, CyberPatriot, StellarXplorers etc. For each
additional ribbon earned an additional bronze oak leaf cluster will be
awarded. A single silver oak leaf cluster will be used for the award
of the fifth bronze oak leaf cluster. Medal may not (ribbon may) be
worn during competitions and regular uniform wear days.
Orienteering Is a ribbon awarded to team members for completing a unit-specific Ribbon
Ribbon Orienteering program as part of unit curriculum. For each
additional ribbon earned an additional bronze oak leaf cluster
will be awarded. A single silver oak leaf cluster will be used for the
award of the fifth bronze oak leaf cluster
Leadership Is a ribbon awarded at the SASI’s discretion for leadership in Ribbon
Development AFJROTC Leadership Development Requirement activities
Requirement (LDR) (such as but not limited to PT team commander, orienteering team
Leaderrhip commander, drill team commander, color guard team commander,
Ribbon dining-in chairperson, military ball chairperson, etc.) For each
additional ribbon earned an additional bronze oak leaf cluster will
be awarded. A single silver oak leaf cluster will be used for the award
of the fifth bronze oak leaf cluster
Drill Team Ribbon Cadets must be on the drill team for an entire year/drill season Ribbon
(All Cadets) to be eligible to qualify and must have competed in at least 3 drill
performance events, i.e., competitions, special school events,
community demonstrations (cumulative). For each additional
ribbon earned an additional bronze oak leaf cluster will be awarded.
A single silver oak leaf cluster will be used for the award of the
fifth bronze oak leaf cluster.
AWARD CADET MUST: ELEMENT

Color Guard Ribbon Cadets must perform at least 5 color guard performance events to Ribbon
(All Cadets) receive this ribbon (cumulative). For each additional ribbon
earned an additional bronze oak leaf cluster will be awarded. A
single silver oak leaf cluster will be used for the award of the
fifth bronze oak leaf cluster.
Marksmanship Ribbon Cadets must be on the marksmanship team for an entire year/ Ribbon or
season to be eligible to qualify and must have competed in at Badge
least 1 marksmanship competition event (cumulative). For each
additional ribbon earned an additional bronze oak leaf cluster
will be awarded. A single silver oak leaf cluster will be used for
the award of the fifth bronze oak leaf cluster.
Good Conduct Cadets must not have received a referral (this includes no ISS/OSS) Ribbon
(All Cadets) and not missed more than 5 days of school (unexcused absences)
for an entire school year to be eligible to qualify for this award. For
each additional ribbon earned an additional bronze oak leaf cluster
will be awarded. A single silver oak leaf cluster will be used for the
award of the fifth bronze oak leaf cluster.
Service Ribbon Is a ribbon awarded for distinctive performance in school, Ribbon
(All Cadets) community, or AFJROTC service projects. Limit to members
whose active participation in a service project contributed
significantly to the goals of the organization. (NOTE: Participation
in Drill Teams, Saber Teams or Color Guard Teams alone does not
qualify for the Service Ribbon (see above criteria for these other
ribbons) unless community service hours are also awarded. For each
additional ribbon earned an additional bronze oak leaf cluster will be
awarded. A single silver oak leaf cluster will be used for the award
of the fifth bronze oak leaf cluster.
Health & Wellness Is a ribbon awarded for participation in the unit health and wellness Ribbon
Ribbon(All Cadets) physical fitness program. All cadets who participate in the unit’s
wellness program may receive the Health and Wellness Ribbon.
Subsequent yearly award of the Health and Wellness Ribbon will be
denoted by the addition of a Bronze Oak Leaf cluster to the ribbon
for each additional year of award. Cadets who score in the Physical
Fitness Test’s 75-84% will receive a Bronze Star device; 85-95% will
receive a Silver Star device; and 96-100% will receive a Gold Star
device.
Recruiting Awarded for outstanding effort in support of unit recruiting Ribbon
(All Cadets) activities.Cadets must have directly contributed to the recruitment
of two new members to AFJROTC. For each additional ribbon
earned an additional bronze oak leaf cluster will be awarded. A
single silver oak leaf cluster will be used for the award of the fifth
bronze oak leaf cluster.
Activities Ribbon Is a ribbon awarded for participation in Leadership Development Ribbon
(All Cadets) Requirement (LDR) activities other than those that qualify for the
Color Guard, Drill Team, and Special Teams Competition ribbons.
These include, but are not limited to orienteering teams, model rocketry
clubs, academic bowl teams, and raider/sports teams. An oak leaf
cluster will be added to this ribbon for each year of membership
beginning with the second year. For each additional ribbon earned
an additional bronze oak leaf cluster will be awarded. A single silver
oak leaf cluster will be used for the award of the fifth bronze oak leaf
cluster.
Attendance Is awarded to cadets who have no more than three excused Ribbon
(All Cadets) absences (no unexcused) from AFJROTC classes during an entire
school year. For each additional ribbon earned an additional bronze
oak leaf cluster will be awarded. A single silver oak leaf cluster
will be used for the award of the fifth bronze oak leaf cluster.
Dress and Appearance Is awarded to cadets who maintain a 90% or higher average on Ribbon
(All Cadets) weekly uniform grades. Cadets receiving this award will maintain
the highest grooming and dress standards possible. For each
additional ribbon earned an additional bronze oak leaf cluster will
be awarded. A single silver oak leaf cluster will be used for the
award of the fifth bronze oak leaf cluster.
Longevity Is a ribbon awarded for successful completion of each AFJROTC Ribbon
(All Cadets) school year (semester with a 4X4 block schedule). For each
additional ribbon earned an additional bronze oak leaf cluster will
be awarded. A single silver oak leaf cluster will be used for the
award of the fifth bronze oak leaf cluster
Bataan Death Is a ribbon awarded to honor and remember the sacrifices of the Ribbon
March Memorial victims and survivors of World War II’s Bataan Death March,
Hike Ribbon AFJROTC units may conduct an optional 14-mile Bataan Death
March Memorial Hike. This event must be accomplished on a
locally determined 14-mile course (trails, road courses, tracks, etc.
Cadets who fully complete the 14-mile hike are authorized to wear
the ribbon. For each additional ribbon earned an additional bronze
oak leaf cluster will be awarded. A single silver oak leaf cluster
will be used for the award of the fifth bronze oak leaf cluster.
Patriotic Flag Is a ribbon awarded for participation in non-color guard events Ribbon
Ribbon specifically designed to honor our nation’s flag. Such events
include flag raising ceremonies, flag retirement ceremonies, flag
folding ceremonies, and historical flag demonstrations. In order to
receive this award, cadets must have participated in a minimum of
5 flag events. For each additional ribbon earned an additional bronze
oak leaf cluster will be awarded. A single silver oak leaf cluster will
be used for the award of the fifth bronze oak leaf cluster
