The State of Illinois supports and defends
the First Amendment of the United States,
the Freedom to Read,
and
"It is . . . the policy of the State to encourage and protect the freedom of libraries . . . to acquire materials without external limitation and to be protected against attempts to ban, remove, or otherwise restrict access to books or other materials" (Illinois General Assembly).
and
the ALA Library Bill of Rights, policy:
"Materials should not be proscribed or removed because of partisan or doctrinal disapproval.”
