MnDOT Workshop
on Public Bidding and Environmental Product Declarations (EPD)

The Minnesota Department of Transportation (MnDOT) hosted a special EPD workshop specifically for Minnesota producers of construction materials to prepare for recent Federal Buy Clean initiatives. These initiatives require most public agencies, including MnDOT, to eventually consider embodied emissions of construction materials for publicly let work using submittals of Environmental Product Declarations (EPDs). Beginning in 2023, the submittal of EPDs is likely to begin on a pilot project basis for concrete. In the future, EPDs are likely to be required for bids to qualify, and may even be the basis for incentives, for construction materials. The goal of the workshop was to provide producers with an overview of EPDs and how they are prepared. It gave guidance on what EPDs are, how they are produced, and how your company might obtain them. It is important to note that EPDs are specific to each mix, at each plant, for a given project. A change in any of the constituents in the mix, or location of the plant, could change the EPD.
