The Regional Office of Industry, Commerce and Employment (ROICE) was established in 2023 following the merger of two previous regional offices: the Regional Office of Labour and Employment and the Regional Office of Trade and Industry. ROICE serves as a vital extension of the Ministry of Industry, Commerce and Employment, taking on the responsibilities associated with its nine departments. 

ROICE, Thimphu is located at the top floor of the building adjacent to CSI Market in Changzamtok, Thimphu.  We look after six Western Dzongkhags, namely, Thimphu, Paro, Haa, Punakha, Wangdue Phodrang, and Gasa. We are a team of 13 staff members headed by a Regional Director.

General Introduction: The Regional Office of Industry, Commerce, and Employment (ROICE) is dedicated to overseeing and supporting the industrial, commercial, and employment sectors in the region. Operating under the Ministry of Industry, Commerce, and Employment (MOICE), ROICE ensures businesses comply with trade regulations, adhere to employment standards, and receive the support needed for sustainable growth. The office plays a vital role in fostering economic development, maintaining fair business practices, and managing workforce needs.

With a dedicated team of 12 employees, ROICE connects local businesses with valuable resources, helping maintain industry standards and ensuring effective employment services.

Services Provided by ROICE:

1. Business Registration & Licensing: ROICE facilitates business registration and licensing, ensuring businesses comply with legal and regulatory frameworks. The office assists with new company formation, license renewals, and amendments.

2. Trade & Commerce Regulation: ROICE ensures businesses adhere to fair trade practices and national regulations, helping them navigate local commerce laws and monitoring market activities for compliance.

3. Industrial Development Support: ROICE assists industries with project approvals, provides guidance on industrial policies, and helps businesses access resources for growth. The office works to attract investments and develop industrial infrastructure.

4. Consumer Protection: ROICE addresses consumer complaints related to unfair trade practices, product quality, and service issues. It works to educate consumers and businesses about their rights and responsibilities.

Location & Working Hours: The ROICE office is centrally located and open from 9:00 AM to 5:00 PM on weekdays. It is closed on weekends and public holidays.
