Our Study area is the Wills Creek corridor in Cumberland, MD. The site spans almost 2.3 miles along Wills Creek, from the confluence with the North Branch of the Potomac River to the south, up to the confluence with Braddock Run to the north. The site includes the parcels on both sides of the creek.
Site Visit
When we visited Cumberland, we identified several issues in the city, such as significant lack of connection between different areas, and the streetscape feels unwelcoming. Many buildings are vacant, and there are numerous empty asphalt parking areas, along the creek is a massive concrete wall dominating the space, which makes the area feel unappealing. There is no greenery, sidewalks are inadequate, there are no bike lanes, and there’s no proper connection between the two sides of the Wills Creek, the city also needs more mixed use development in the City. These factors collectively make the city less inviting and its potential for community and ecological development.

Cumberland, Maryland, has a rich history as a key transportation and industrial hub. Established during the French and Indian War with Braddock’s Military Road in 1755, the city grew with the construction of the National Road (1811–1818) and the C&O Canal in the 1850s. It flourished in the late 19th and early 20th centuries with coal mining, railroads, and manufacturing industries, but faced challenges such as the 1936 flood and post-war industrial transitions. In the modern era, Cumberland emphasizes economic revitalization while preserving its historical and cultural heritage, reflecting a balance between its storied past and contemporary development.
