Oct 16 Memo: Professional Learning and Flexible Calendar Regulatory Revisions
Next Steps for Colleges and Districts Before March 17, 2026 (Implementation Period)
Update local policies, procedures, and collective bargaining agreements to align with the new terminology and inclusive scope of professional learning;
Develop or update processes to create agreements regarding professional learning with all participating employees, ensuring clarity of in-lieu duties and hour-for-hour expectations;
Evaluate the advisory committee to include primary faculty, with adequate representation from other employee groups and other interested persons;
Submit survey to the Chancellor’s Office every three years and needs assessment annually;
Adjust reporting systems to track credit and noncredit professional learning substitutions; and,
Integrate professional learning into local equity and student success plans, linking flexible calendar activities directly to institutional priorities

Revise curriculum committee procedures to reflect the new equity, inclusion, and UDL language of § 55001. (by April 22, 2026; implementation period)
Review local board policy on credit-hour calculations to ensure consistency with § 55002.5 and confirm this alignment through annual certification (by April 22, 2026; implementation period)
Update COR templates and catalog systems to include all elements required by § 55001.5, including representative descriptions of inclusive teaching approaches, and ensure that all CORs are publicly accessible.
Directly input COR information into COCI, as uploads are no longer permitted; allocate Common Course Numbering funds for necessary local work and system updates.
Train curriculum personnel—faculty, administrators, and staff—on the revised regulations and the Chancellor’s Office Program and Course Approval Handbook.
Ensure prompt and accurate reporting of approved courses to COCI and MIS.
Align enrollment practices with § 55003 and § 58106, ensuring that prerequisites and limitations on enrollment are validated fairly and equitably.

Postsecondary Education: common course numbering

66725.5. (a) (1) To streamline transfer from two- to four-year postsecondary educational institutions and reduce excess credit accumulation, on or before July 1, 2024, both of the following shall occur:
(A) The California Community Colleges shall adopt a common course numbering system for all general education requirement courses and transfer pathway courses.
(B) Each community college campus shall incorporate common course numbers from the adopted common course numbering system in its catalog.

Letter
Summary
The letter titled “Dear Colleague Letter: Title VI of the Civil Rights Act in Light of Students for Fair Admissions v. Harvard” addresses what ED interprets as the requirements under Title VI of the Civil Rights Act of 1964, the Equal Protection Clause of the United States Constitution, and other federal civil rights and constitutional law principles, and indicates that institutions must comply with the guidance within 14 days or risk losing federal funding. The scope of the DCL covers institutional operations in areas including admissions, financial aid, hiring, training, and all other institutional programming, whether offered directly or through contractual third-parties. The letter states that further legal guidance will follow in due course.
In response, the ACCJC stated, "This guidance does not have the force and effect of law and does not bind the public or create new legal standards."
