Our Role in Advancing PPPs in Mindanao
The Mindanao Public-Private Partnership (PPP) Desk is a dedicated unit of the Mindanao Development Authority (MinDA) that works to harness the strengths of government and the private sector in advancing Mindanao’s development.
MinDA, as the government agency mandated to promote and coordinate socioeconomic growth across Mindanao, recognizes PPPs as a powerful strategy for addressing infrastructure gaps, improving public service delivery, and creating sustainable opportunities for inclusive development.
In October 2024, MinDA formalized its partnership with the PPP Center of the Philippines through a Memorandum of Understanding (MOU). This collaboration establishes a framework for supporting local implementing agencies in identifying, developing, and implementing viable PPP projects. By combining technical expertise, access to financing, and capacity-building, the partnership seeks to create a robust pipeline of bankable projects that contribute to Mindanao’s long-term growth.
What We Do
The Mindanao PPP Desk provides a range of services to help stakeholders develop, implement, and sustain successful PPP projects:
PPP Project Pipeline Development – We assist Mindanao implementing agencies (IAs) in identifying, prioritizing, and preparing bankable PPP projects that address the region’s infrastructure and development needs.
Capacity Building for Mindanao IAs – In partnership with the PPP Center, we provide training, mentoring, and advisory support to strengthen the institutional capacity of Mindanao IAs for developing, procuring, and managing PPP projects.
PPP Investment Facilitation – We actively engage with private sector partners to promote Mindanao’s PPP opportunities and provide assistance to investors in navigating regulatory processes.
Policy and Regulatory Support – We offer guidance on PPP regulatory processes, monitor policy developments, and provide inputs to improve PPP-related policies, drawing from real-world experiences and lessons learned.
Coordination and Partnership Building – We help enhance understanding of PPPs as a practical resource mobilization strategy by sharing ground-level experiences, outcomes, and insights with stakeholders across government and the private sector.
PPP Knowledge Hub – We maintain a comprehensive collection of PPP resources, including relevant laws and regulations, reference materials, toolkits, and documentation of PPP initiatives and experiences across Mindanao.
