HOMELESS OUTREACH PROGRAM for EDUCATION
MDUSD established the HOPE and Foster Youth Services office to help provide the educational, social and emotional support that is needed for students as well as their families. In accordance with the McKinney-Vento Act as well as our LCAP goal number 4 we strive to uphold equal access to free public education.

Goal 4: "Focus scholars, specifically Black/African American students, Foster Youth, students experiencing homelessness, students with disabilities and emerging bilingual students, will experience culturally responsive practices and instruction, high expectations, equal access to educational opportunities, within an educational environment that builds trust and inclusive partnerships between the students, parents/guardians and staff.
Foster Youth Rights
Immediate enrollment
Timely transfer of school records
Delivery of dedicated support services such as tutoring and school-based emotional counseling
Offer of reduced graduation requirements

Concord Youth Community Center is partnering with HOPE and Foster students in order to provide free access to the CYC. Contact hope@mdusd.
Transportation is available for students who qualify. If help or assistance is needed contact the HOPE office at hope@mdusd.org to gain more information. There are also free bus routes that are available to students that can be viewed at County Connections.
McKinney-Vento Act
Established protections for all homeless children and youth by removing barriers to enrollment and educational success. It has worked to implement services that must be provided by the schools and county offices of education.
To qualify under the McKinney-Vento Act one must be facing fixed, regular, and inadequate housing which ranges from
living in a shelter
living in a motel, hotel, or weekly housing
living with another family due to economic hardships or loss (doubled up)
living with friends or family because a youth is a runaway or unaccompanied

Right to receive transportation to and from ones school of origin
