California’s Vision and Mission for English Learner Success
Approved by the California State Board of Education in 2017, the California English Learner Roadmap provides statewide guidance to local educational agencies on welcoming, understanding, and effectively educating English learners. The Roadmap builds on state policy to support comprehensive, aligned educational programs and practices for English learners across California.
The vision affirms that English learners fully and meaningfully participate in a 21st-century education from early childhood through grade twelve, achieving high levels of English proficiency, mastery of grade-level standards, and opportunities to develop proficiency in multiple languages. The mission emphasizes that California schools affirm and respond to the diverse strengths, needs, and identities of English learners while preparing graduates with the linguistic, academic, and social skills needed for college, career, and civic participation in a global and multilingual society.
