An English Learner (EL) / Multilingual Learner (MLL) Master Plan is a locally developed policy document that articulates a Local Educational Agency’s (LEA’s) mission, vision, and commitment to educational equity for Multilingual/English Learner students. Grounded in the moral and legal responsibility to serve English Learners, the EL/MLL Master Plan provides a coherent framework for welcoming and valuing the cultural, linguistic, social, and creative assets students bring to their learning communities. It outlines how the LEA will design and sustain inclusive systems that support English Learners in achieving social, linguistic, and academic proficiency, while promoting equitable, asset-based practices that foster the development of 21st-century skills. Through collaborative engagement with educators, families, and community partners, the EL/MLL Master Plan serves as a guiding roadmap that aligns visionary leadership, strategic planning, and policy development to ensure English Learners are prepared to contribute positively to both local and global communities.
