What is the Pennsylvania Gifted Equity Initiative?

The Pennsylvania Gifted Equity Initiative (PGEI) is a multi-year federal grant project funded through the Jacob K. Javits Gifted and Talented Students Education Act, U.S. Department of Education, in partnership with the Pennsylvania Department of Education.

PGEI works alongside Pennsylvania's 29 Intermediate Units and 400+ school districts to strengthen gifted identification systems, build educator capacity, and expand access to advanced learning for students across the Commonwealth.

Our work is grounded in a powerful premise: every learner carries potential. When we build systems designed to find and activate that potential — in students of every background, language, and learning profile — we create stronger schools and a stronger Pennsylvania.

Expanding the Circle of Opportunity

Pennsylvania's gifted education landscape is rich with talented educators, strong programs, and committed districts. PGEI's work focuses on expanding and strengthening that landscape — particularly for students who bring gifts and talents that traditional identification systems haven't always been designed to find.

This includes students who are multilingual learners, students from a wide range of socioeconomic backgrounds, and students who are twice-exceptional (dual exceptionalities) — those with both advanced abilities and learning differences. Our professional development, tools, and frameworks help districts build identification practices that are responsive, research-grounded, and designed to see the full range of learners in front of them.

When more students are identified, more students are served. And when more students are served, the whole system grows stronger.
