According to the India Census 2011, the total population of NCT of Delhi is 1,67,87,941 and the population of persons with disabilities in the territory is 2,34,882 i.e. 1.4% of the total population. According to the National Sample Survey Organization (NSSO), 5% of our population of 102 crores is with disabilities.

Schemes

“Delhi Financial assistance for Persons with Special Needs, 2009”

(Includes persons with blindness, low vision, locomotor disability, hearing impaired, leprosy cured, cerebral palsy, autism, mental retardation, mental illness)

This scheme aims to provide rehabilitation and meeting day to day expenses of persons with special Needs

  1. Age of Disabled persons should not be more than 60 years (0 to 60years).

  2. Family income should not be more than Rs. 75,000/- p.a. from all sources

  3. A resident of Delhi for at least five years prior to applying.

  4. Disability of the applicant should not be less than 40%.

  5. The Medical Board of Govt. Hospitals should issue the disability certificate.

  6. The applicant is not a recipient of any such assistance from another source

  7. Applicant must attach a copy of Bank Passbook with A/c.No. and copy of any one document listed under the revised Financial Assistance to Persons with Special Needs Rules,2009 as a proof of income and age

Quantum of Assistance Rs. 1,500/- p.m. remitted quarterly into the Bank account through the ECS system of R.BI.

Disability Camps

Every Year the Department of Social Welfare organizes Disability Camp along with Govt. Hospitals, DTC, Deptt. of Education, Office of the Divisional Commissioner, National Trust, Indian Railways & NGOs working for the Upliftment of Differently Abled Persons.

The following services are provided under one roof in these camps:-

  1. Disability Certificate issued by Certified Govt.Hospital of the area.

  2. DTC Passes

  3. ID Card by the office of DC Registration in Integrated School

  4. Railways Concession Pass.

  5. Services for Autism & Cerebral palsy

  6. Aid and Appliances

  7. Issue of forms of different schemes of FAS (Dept.of Social Welfare)

  8. Publicity and information dissemination of General Disability Camps is done through advertisement in Newspapers.

Inclusive Education (Student Oriented Components)

(up to Highest Class X or XII)- by the Department of Education

  1. Therapeutic Services, Helper/Ayas/Attendant, Providing Aids & Appliances, Identification and Assessment (Medical Assessment Camps), Reader Allowance, Escort Allowance, Stipend for Girls and Transportation allowance.

  2. Therapeutic Allowance @ Rs. 2000/- per student for 10 months

  3. Helper /Attendant:- to students with severe disabilities like Autism, Intellectual Disabilities, Multiple Disabilities, Cerebral Palsy, & Locomotor Disabilities

  4. Aids & Appliances:- received free aids and appliances.

  5. Identification & Assessment:- Assessment camps
