Mr. Carleton B. Turner, Chair
Elder Carleton Bernard Turner is a passionate minister, counselor, and community leader based in North Charleston, South Carolina. Born in Mt. Pleasant in 1969, he received the Holy Ghost in 1990 and was baptized in Jesus’ Name in 1991, becoming a devoted member of Greater Refuge Temple. In 2006, Elder Turner founded Emmanuel Apostolic Church, where he continues to serve as Pastor, driven by a mission to mentor youth and win souls for the Kingdom.
He has faithfully ministered for over three decades, including more than 20 years with the Charleston County Detention Center Ministry and as a Volunteer Chaplain for the SC Department of Corrections. His life’s calling is centered on spiritual leadership, youth empowerment, and restorative outreach.
In addition to his ministry, Elder Turner is a licensed mental health counselor and founder of Inspired Ways of Living, LLC, where he offers psychotherapy to individuals ages 10 and up, with a specialty in neurodivergent disorders. He holds a Master’s in Mental Health Counseling from Webster University and a Bachelor of Fine Arts from Savannah College of Art and Design. After 34 years as a graphic artist, he retired in 2024 to focus on clinical work full-time.
Balancing faith, family, and service, Elder Turner is deeply committed to helping others find healing and wholeness. He is married to LaShawn Kinloch Turner, and together they have one son, Christopher.

Teresa S. Middleton, Treasurer
Teresa S. Middleton, a native of Saint Stephen, South Carolina, has devoted her life to education and community service. She holds a Bachelor's degree in Elementary Education from Columbia College, a Master’s degree in Elementary Administration from The Citadel, and a Master of Divinity in Theology from Liberty University.
With a lifelong passion for teaching and nurturing young minds, Ms. Middleton has served as the principal of Miracle Academy Preparatory, a private Christian school and nonprofit organization in Russellville, for over 25 years. Under her leadership, the academy has become a beacon of academic excellence and faith-based learning.
In addition to her work in education, Teresa is the proud owner of The Baker Boss, where she showcases her talents in baking, specializing in bundt cakes and a variety of other baked goods.
She is the devoted mother of two sons, Evan and Marcel, and a loving caregiver to her elderly father. Teresa is widely regarded as a pillar in her community, known for her dedication, leadership, and unwavering faith.
MRS. PRINCILLIA SUMPTER, Secretary
Executive Director, PDS Home Health Care LLC
Serves as the Executive Director, overseeing Assistant, Independent, and Skilled Nursing services at PDS Home Health Care LLC. With over 30 years of experience in the healthcare field, she brings a wealth of knowledge and leadership to her role. She holds dual nursing administrative licenses and academic credentials that include a Bachelor’s degree in Organizational Management from Voorhees College, a Master’s in Human Resources from Webster University, and a Master’s in Healthcare Administration.
Her professional journey includes time as an instructor for adults with intellectual disabilities, and she continues to serve her community as a Guardian ad Litem (GAL) for children experiencing abuse and neglect. She is also a commissioned Notary Public in the state of South Carolina.
In addition to her healthcare leadership, she is committed to public service. She is the founder of PDS Advocacy and Social Assistance; a nonprofit organization focused on providing network support and social advocacy. She is currently a candidate for District 42 and an active member of the South Carolina Sisters Senators, advocating for community empowerment and policy reform.
On a personal note, she has been married for 35 years, is the proud mother of two adult sons and one adult daughter and cherishes her three grandchildren.
Mrs. Cherly Bright, Member
Cheryl S. Bright is a Licensed Professional Counselor and Certified Grief Counselor with over a decade of experience in mental health. A native of Charleston, South Carolina, Mrs. Bright spent her formative years in New York before returning to South Carolina to complete her early education. She holds a Bachelor’s Degree from Limestone College and a Master’s Degree in Mental Health Counseling from Webster University.
After more than twenty years in the medical profession, where she was often a compassionate listener to patients, Mrs. Bright followed her calling into the counseling field. Since 2010, she has served individuals and families facing a range of mental health challenges, including anxiety, depression, anger, relational and workplace stressors, and self-esteem concerns.
Mrs. Bright has practiced as an independent counselor at Serenity Mental Health Clinic and Oasis Christian Counseling Center, working with diverse populations from adolescents to adults. She is also a trusted provider for several Employee Assistance Programs (EAPs) and facilitates parenting classes in collaboration with various county agencies.
In 2020, Mrs. Bright founded Holy in Spirit Counseling Services, where she continues to provide accessible and compassionate teletherapy services. In addition to her clinical work, she is the Director of the Women’s Ministry at her local church and a member of its International Counseling Team.
Cheryl is married to Elder Charles E. Bright Jr., and together they are the proud parents of three adult children and the joyful grandparents of three grandsons.
Ms. Sabrina Miller, Vice Chair
Executive Director, Boys & Girls Clubs of the Lakelands Region / Starz24 Teen Center
Sabrina Miller is a dedicated leader and advocate with over 25 years of experience serving children, families, and communities. She currently serves as the Executive Director of the Boys & Girls Clubs of the Lakelands Region, which includes the Starz24 Teen Center. Her leadership is grounded in decades of impactful work across nonprofit and public sectors, including positions with United Way, Big Brothers Big Sisters, and Court Appointed Special Advocates (CASA). She also formerly served as the County Director of the Department of Social Services in Greenwood, South Carolina.
A proud U.S. Army Veteran, Sabrina brings a unique blend of discipline, compassion, and strategic vision to her work. She is also an Adjunct Professor at Columbia College in Columbia, SC, her hometown, where she inspires future leaders in human services.
Sabrina holds both a Bachelor's and Master's degree in Human Services from Springfield College and is currently an ABD (All But Dissertation) Doctoral candidate at Walden University. Her professional and civic involvement includes active membership in Greenwood Women Care and the Greenwood Rotary Club. She serves on several boards and advisory groups, including the Greenwood County Community Foundation, Greenwood County First Steps, and advisory boards for the Greenwood County Clemson Extension and United Way of the Lakelands Community Consortium.
Above all, Sabrina finds her greatest joy in family. She is the proud mother of two beautiful daughters, Chelsea and Morgan, and the beloved “Honey” to her grandson, Kaiser.
Ms. Natasha Chisolm, Member
Natasha Chisolm, Esquire, is a committed and passionate attorney with a strong focus on family law and the rights of children and vulnerable populations. Known for her compassionate yet assertive approach, Attorney Chisolm brings more than a decade of legal experience to the fight for justice, equity, and meaningful support for families navigating complex legal challenges.
In 2013, she founded The Chisolm Law Firm, LLC in Charleston, South Carolina. Her practice focuses on family law, criminal defense, and probate law, areas where she consistently advocates for clients during some of the most difficult periods of their lives.
Before founding her own firm, Attorney Chisolm served as an Assistant Solicitor in Charleston County, where she developed and honed her trial skills while upholding constitutional protections and promoting public safety. Today, she devotes a significant portion of her legal practice to representing indigent clients accused of child abuse and neglect by the Department of Social Services, as well as advocating for vulnerable adults involved in DSS-related matters. She proudly serves as a contract attorney for the South Carolina Commission on Indigent Defense.
Her commitment to justice and community empowerment extends beyond the courtroom. Attorney Chisolm has an extensive history of community service and board leadership. She currently serves on the Board of Disability Rights South Carolina and the Charleston Youth Development Council. Her previous roles include board memberships with the YWCA of Greater Charleston and Art Forms & Theatre Concepts, and she is a past president of the Zonta Club of Charleston, a former affiliate of Zonta International focused on advocacy against domestic violence and human trafficking.
Attorney Chisolm is a proud graduate of the University of South Carolina, where she earned a Bachelor of Arts in English in 2000. She went on to receive her Juris Doctor and Certificate in Family Law from the University of Florida Levin College of Law in 2007. She is licensed to practice in all South Carolina state courts as well as in the United States District Court for the District of South Carolina.
Natasha Chisolm is a dedicated member of Royal Baptist Church in North Charleston and a proud member of Alpha Kappa Alpha Sorority, Inc. She is deeply committed to serving others, defending human dignity, and ensuring that every family, regardless of income or circumstance, has access to legal representation and a voice in the justice system.
Ms. Shana Moore, Member
Shana Moore is a dedicated and compassionate Social Worker with a strong commitment to fostering meaningful change in individuals and communities. She holds a Bachelor’s degree in Human Services and brings over a decade of hands-on experience addressing complex social issues and providing critical support to those in need.
Shana has served in several impactful roles throughout her career, including Volunteer Child Advocate in Dorchester County, Advocate Supervisor for Berkeley County, Family Advocate with the Charleston County School District, and Licensing Specialist with the South Carolina Department of Social Services.
She has demonstrated expertise in case management and community outreach and has successfully partnered with various organizations to design, implement, and lead programs that assist, guide, and empower diverse populations.
Shana is deeply committed to continuous learning and professional growth, actively engaging in workshops, seminars, and ongoing educational opportunities. Her passion for social justice and advocacy drives her work and inspires those around her.
She is the proud mother of one daughter, Amara, age 6, and finds joy in spending quality time with her daughter and extended family.
