The Cadet-Student must send (electronic or hard copy through courier or relatives) of the following to the Onboard Training Supervisor/DST Coordinator to determine the status of OBT.
Embarkation notice within 24 hours before and after embarkation.
Monthly progress report on succeeding months onboard thereafter.
In the absence of an embarkation, an update on the 5th month after endorsement shall be sent to OTS / DST Coordinator stating there’s no embarkation yet and an explanation to his/her current situation in the sponsor/shipping company.
In the case that there’s no embarkation in the insuring month(s), notice shall be sent also on the 11th month, 18 month and every 6th month thereafter.
In case where DST office “failed” to receive notice/update within the period as stated on the preceding paragraph, the DST office shall issue:
After 6 months from endorsement :1st letter of query (cadet-student, sponsor)
After another 6 months : 2nd letter of query (cadet-student, sponsor)
After another 6 months : Letter of request to the Department of Midshipmen’s Affairs (DMA)

Cadet- student returning from OBT must send disembarkation notice within 72 hours from the arrival and secure Post-Medical Certificate/Report. Disembarkation notice should be copy furnished IMEC, IMMAJ and Other Sponsoring Company as applicable.
Reporting for validation of OBT documents for enrollment (2-1-1) or assessment (3-1) shall only be approved after the Cadet – Student’s has submitted the complete OBT documents within 15 days after disembarkation date.
In the absence of disembarkation notice upon disembarkation (as estimated from the POEA contract submitted or as reported by the shipping company).
The DST Office shall issue a Letter of Warning as follows: date of arrival in the country either or reported but failed to complete OBT Process the DST Office shall issue:
After 1 month : 1st Letter of Warning
After another 2 months : 2nd Letter of Warning
After another 3 months : Letter of Request to the Department of
Midshipmen’s Affairs (DMA)

This form (F- 044) accomplished on a monthly basis. It includes all the information regarding the progress of cadet-students’ training. Cadets shall email the monthly progress report to his/her designated DST coordinator 24 hours upon boarding vessel.
Every end of the month, the coordinator shall collate all the reports and forward it to the Onboard Training Supervisor (OTS) through email for review and comments. Using the ‘comment button’ on Gmail, the remarks of the Onboard Training Supervisor on a particular monthly progress reports will be automatically received by the cadet-students through their corporate email address.
The training experiences including the port and sea watches are given in short details as well as comments if any. The completion of the TRB and sea project is summarized in order for the DST to monitor the onboard training progress. Other comments/observation that the cadet-student feels necessary for his/her individual training or the training of cadet-students as a whole can also be written as "Other Comment”
