Be it enacted by the Missouri YMCA General Assembly as follows:
An ACT To amend chapter 167, RSMo, by adding thereto two new sections relating to definitions — establishment of an Artificial Intelligence curriculum in middle schools.
Section A. Chapter 167, RSMo, is amended by adding thereto one new section to be known as section 167.1000, to read as follows:
167.1000 - Definitions. — “Artificial Intelligence” or “AI” shall mean the field of computer science concerned with creating systems capable of performing tasks that typically require human intelligence, including but not limited to learning from data, reasoning, problem-solving, language processing, and generating content.
Section B. Chapter 167, RSMo, is amended by adding thereto one new section to be known as section 167.1010, to read as follows:
167.1010 - Require the establishment of an Artificial Intelligence curriculum in middle schools.
1. Establishment of an Artificial Intelligence curriculum in middle schools. — this Act is to ensure that all middle school students receive foundational education in the responsible and effective use of Artificial Intelligence tools.
2. Beginning in the 2028-2029 school year, all public and charter middle schools shall require a course in Artificial Intelligence. The course shall be no less than one academic quarter and no more than one semester in length. The course shall be a requirement for all students in middle school prior to advancement to high school.
3. The Artificial Intelligence course shall be taught by teachers currently certified to teach middle school English or middle school Social Studies. Teachers assigned to this course shall complete any professional development or training required under standards set by the Missouri Department of Elementary and Secondary Education.
4. The Missouri Department of Elementary and Secondary Education shall develop and adopt statewide curriculum standards for the Artificial Intelligence course. The curriculum shall include, but not be limited to, instruction in the following areas:
(a) Crafting effective prompts;
(b) Proper annotation and citation of AI-assisted work;
(c) Formulating clear and effective questions;
(d) Research advantages and limitations of AI.
5. Upon adoption of the curriculum standards by Missouri Department of Elementary and Secondary Education, each school district or charter school shall implement the Artificial Intelligence course in accordance with those standards. School districts shall ensure compliance with this Act no later than the [2028-2029] school year.
6. This Act shall take effect immediately upon passage, with curriculum standards to be finalized by Missouri Department of Elementary and Secondary Education beginning on July 1, 2027.
