Vacation Leave
Leave of absence granted to officials and employees for personal reasons, the approval of which is contingent upon the necessities of the service. VL credits are cumulative and commutative.
Mere filing of such leave application does not entitle an officer or employee to go on leave outright. Prior to taking the VL, he should see to it that the proper authorities approved his application for leave.
Applications for VL for one full day or more shall be submitted at least five (5) working days in advance, whenever possible, of the effective date of such leave except on emergency cases.
Sick Leave
Leave of absence granted only on account of sickness or disability on the part of the employee concerned or any member of his immediate family (spouse, children, parents, unmarried brothers and sisters, and any relative living under the same roof and dependent upon the employee for support). SL credits are cumulative and commutative.
During the period of absence, the employee should inform his supervisor of his inability to report for work due to illness.
Applications for SL shall be filed immediately upon employee’s return from work.
Applications for 3 days or more shall be accompanied by a medical certificate from the company physician or any government doctor.
However, applications of essential employees (those who are directly involved in LRT Operations / Shifting Personnel) for one-full day or more shall be required to submit a fit-to-work clearance issued by the company physician. In the case of employees who directly consulted our company physician, medical certificate from the private doctors shall no longer be required.
In cases, however, where the employee will undergo medical examination or a scheduled operation or was advised to rest in view of ill health, SL may be applied for in advance and duly supported by a medical certificate.
Maternity
Republic Act No. 11210, also known as the 105-Day Expanded Maternity Leave Law, to women who gave live childbirth, or suffered miscarriage or emergency termination of pregnancy on 11 March 2019 and thereafter.
R.A. 11210 took effect on 11 March 2019 and thus applies to instances of live childbirth, miscarriage, or emergency termination of pregnancy that occurred starting from said date.
Under R.A. 11210, women who underwent live childbirth are entitled to 105 days maternity leave with full pay, with an option to extend for 30 days without pay. On top of 105 days, solo parents are entitled to 15 more days of maternity leave.
Meanwhile, women who suffered miscarriage or emergency termination of pregnancy, or delivered stillbirth, can avail of 60 days maternity leave with full pay.
Female employees in the government service can avail of maternity leave under R.A. No. 11210 regardless of their employment/appointment status, whether permanent, temporary, casual, contractual, provisional, substitute, coterminous, or fixed term.

Paternity Leave
The privilege granted to a married male employee allowing him not to Report for work for seven (7) days while continuing to earn the compensation therefore,
On the condition that his legitimate spouse has delivered a child or suffered a miscarriage, for purposes of enabling him to effectively lend care and support to his wife before, during and after childbirth as the case may be and assist in caring for his new-born child. This is non-cumulative and non-commutative.
Applications for paternity leave for one full day or more shall be submitted at least five (5) working days in advance, whenever possible, of the effective date of such leave except on emergency cases.
Paternity leave of seven (7) days may be enjoyed either in a continuous or intermittent manner on the days immediately before, during and after (within the month) the childbirth or miscarriage of his legitimate spouse.
Every married male employee is entitled to paternity leave of seven (7) working days for the first four (4) deliveries of his legitimate spouse with whom he is cohabiting.
Married male employees with more than one (1) legal spouse shall be entitled to avail of paternity leave for an absolute maximum of four (4) deliveries regardless of whichever spouse gives birth.
Terminal Leave
The money value of the total accumulated leave credits of an employee based on the highest salary rate received prior to or upon retirement date/ voluntary separation.

Special Leave Privilege
Leave of absence which officials and employees may avail of for a maximum of three (3) days annually over and above the vacation, sick, maternity and paternity leaves to mark personal milestones and/or attend to filial and domestic responsibilities. SLPs are non-cumulative and non-commutative.
An official or employee may be granted a maximum of three (3) days within a calendar year of any combination of special leave privileges of his choice which he would opt to avail:
funeral/mourning leave
graduation leave
enrollment leave
wedding/anniversary leave
birthday leave
hospitalization leave
accident leave
relocation leave
gov’t. transaction leave
calamity leave
rehabilitation leave
The official or employee shall submit the application for the said special leave privileges for at least one (1) week prior to its availment except on emergency cases.
Forced/Mandatory Leave
All officials and employees with ten (10) days or more vacation leave credits shall be required to go on vacation leave whether continuous or intermittent for a minimum of five (5) working days annually under the following conditions:
The mandatory annual five-day vacation leave shall be forfeited if not taken during the year. However, in cases where the Administrator has canceled the scheduled leave in the exigency of the service, the scheduled leave enjoyed shall no longer be deducted from the total accumulated vacation leave.
Those with accumulated vacation leave of less than ten (10) days shall have the option to go on forced leave or not. However, officials and employees with accumulated vacation leave of fifteen (15) days who availed of monetization for ten (10) days, shall still be required to go on forced leave.
However, as per internal policy, an employee shall have at least ten (10) days vacation leave balance for payroll requirement.
Parental Leave (For Solo Parents)
Any individual in the government service who falls under any of the following categories shall be considered a Solo Parent for the availment of the parental leave.
1. A woman who gives birth as a result of rape and other crimes against chastity even without a final conviction of the offender: Provided, that the mother keeps and raises the child:
2. Parent left solo or alone with the responsibility of parenthood due to any of the following circumstances:
Death of spouse
Detention of the spouse or serving sentence for a criminal conviction for at least one (1) year
Physical/mental incapacity of spouse as certified by a public medical practitioner
Legal separation or de facto separation from spouse for at least one year provided he/she has custody of the children
Declaration of nullity or annulment of marriage as decreed by a court or by the church, provided, he/she has custody of the children and
Abandonment of spouse for at least one (1) year
3. Unmarried person who has preferred to keep and rear the children instead of having others care for them or give them up to a welfare institution;
4. Any other person who solely provides parental care and support to a child or children provided said person is duly licensed as a foster parent by the DSWD or duly appointed legal guardian by the court;
5. Any family member who assumes the responsibility of head of the family as a result of the death, abandonment, disappearance, or prolonged absence of the parents or solo parent: Provided, that such abandonment, disappearance, or absence lasts for at least one (1) year.
Ten-day Leave under R.A. 9262
(Anti-Violence against Women and Their Children Act of 2004)
Pursuant to R.A. 9262, Section 43 entitles the woman employee victim of VAW to take a paid leave of absence up to ten (10) days in addition to other paid leaves under the Labor Code and Civil Service Rules and Regulations, extendible when necessity arises as specified in the protection order.
The following shall be entitled to a paid leave of absence not exceeding ten(10) days:
1. Any woman employee in the government service regardless of employment status, who is a victim of violence
2. Any woman employee whose child is a victim of violence as defined therein and whose age is below eighteen (18) or above eighteen (18) but unable to take care of himself/herself.
Study Leave
The study leave is a time-off from work not exceeding six (6) months with pay for qualified officials and employees to help them prepare for their bar or board examinations or complete their master’s degree. For completion of master’s degree, the study leave shall not exceed for (4) months.
The leave shall be covered by a contract between the agency head or authorized representative and the employee concerned. No extension shall be allowed if the officials or employees avail the maximum period of leave allowed herein. If they need more time to complete their studies, they may file a leave of absence chargeable against their vacation leave credits.
