• Physical or medical condition that interferes with the child's development/learning

• Difficulty understanding simple directions

• Difficulty understanding what the child is saying

• Appears to be learning more slowly than other children his/her age

• Not meeting miles developmental milestones (physical, cognitive, self-help, social-emotional skills, or communication)
