Gliglish - Learners can use Gliglish free for 10 minutes a day (no credit card required); for longer times each day there is a fee. Gliglish can respond to questions and can initiate discussions. Speed can be adjusted. Gliglish is available in multiple languages, including both American English, British English and Australian Englissh. There is a Teacher mode which can provide corrections. There aren't any phone apps but a Gliglish bookmark can be put on your home screen to make it easy to access on a phone.
Pi (phone and desktop)- Pi is free to use and there are no time limits. Learners can have discussions with Pi and ask questions, so it can also teach. While there is a desktop version, the phone app version (iOS and Android) seems to be more friendly. The speed of speech can be adjusted, although the slowest speed sounds like Pi has been drinking a lot of alcohol. Great for practicing American English; there are several voices that can be chosen.
