READERS pay attention to the particular details authors have chosen to include, and ask themselves what tone the author develops, and how. They think about how it seems the author feels about the subject, or how the author seems to want the reader to feel about the subject.
CREATING Tone in Your Own Work:
SPEAKERS purposely reflect and decide on the tone they want to convey through their speech. Then, they practice performing their speech, using strategies to communicate their chosen tone.

A lot of the advice comes down to building a tone for your audience! There are a lot of things communicated nonverbally (meaning, it's not always what you say, but how you say it!).
