In late 2018, the Santa Barbara County Board of Supervisors created an Ad Hoc Committee to address persistent budget challenges and funding requests needed to keep libraries open. The purpose of the committee was to outline a path to a sustainable and equitable finance and governance system for county libraries. LegacyWorks Group was hired to facilitate the Committee from 2019 to 2022. At the end of this period, we presented our progress to the Ad Hoc Committee and City leaders.
