There are four L3 Modules: Inclusion, Empathy, Co-Creation, and Reciprocity. Each module is made up of a collection of design units or activities. The activities in each module are designed to be used by the L3 leads to practice and demonstrate competence in the module. Each module will have a target “product” to guide teams through the design process. At the end of a module, teams will have a design product that reflects their improved practice of one of the modules.
The modular approach is intended to give local coalitions flexibility in how they engage with the design process. Within each module, L3 leaders are encouraged to adapt the content of the activities to fit the needs of their community. The modules themselves are the framework of the design process while the activities and tools make up the pathways to achieving the objective of each module.
The color coding of the Habits is as follows:

This cadence would proceed in cycles - with the local coalitions possibly changing configuration or membership at the end of each cycle. Each cycle probably takes about six meetings, and if you were to have a meeting every two weeks, the cycle would be about 3 months long, with meetings occurring every 2 weeks.
BUILD - Creating your coalition, going through an empathy process. Establishing an initial prototype
LAUNCH - Creating a plan for testing, getting initial feedback, considering measures and processes to ensure equitable access and quality of experiences
ALIGN - Creating systems for improvement and scaling. Creating accountability systems that include the community and state
NOTE: The activities are bundled into meetings, but we trust you to “unbundle” or “rebundle” them as you see fit!

During the “Launch” phase, your coalition will be testing your prototype, iterating on it, and then planning for increasingly larger scales of implementation. Instead of planning each meeting for you, we are sharing the tools for testing, iteration and implementation planning, which you can use as many times as you see fit. You might actually do multiple cycles of idea testing and iteration before you do implementation planning. Or it may take multiple meetings to really build out a plan for implementation. You should follow the feedback and do what feels right for your process.

During the “Align” phase, your coalition will build an approach to monitoring the implementation of the prototype and holding yourselves accountable to equitable access and high quality. You may find that these activities take multiple meetings, which is fine!
