Guidelines for Recruiters

1. Each recruiter must sign in at the Main Office upon arrival at a Loudoun County high school.

2. Each branch of military service may schedule one visit per month. Recruiters will be located in an assigned area that is visible, accessible, and does not disrupt student instruction or classroom transitions. During the recruiting visit, recruiters must limit their visit to the assigned area.

3. Appointments for school visits should be scheduled directly with the Career Center Assistant during August or September. The Career Center Assistant and recruiter will establish recruiting dates for the entire school year. Any necessary changes should be communicated and arranged with the Career Center Assistant.

4. Recruiters may speak with any student who expresses an interest in military service during the recruiter’s monthly scheduled visit. Recruiters requesting to meet with an individual student outside of the monthly scheduled visit must obtain permission from the parents/guardians if the student is under the age of 18.

5. Parents/guardians must sign a release form before transcripts can be provided to recruiters unless the student is 18 and can sign for his/her own transcript. School staff must be allowed at least one working day between the request and receipt of a transcript.

6. If parents request that the recruiter transports their child to a military processing center the parent must personally meet with the attendance secretary to release their student to the recruiter during the school day; written excuses will not be accepted. If a parent is unable to personally release their student from school, recruiters are requested to pick up a student at his/her home or make other arrangements.

7. If the schools assigned recruiter changes, the information should be communicated to the Career Center Assistant by the new recruiter.

8. Recruiters are prohibited from asking students for information about other students. Recruiters are expected to respect every student’s right to privacy.

9. Recruiters requesting specific student classroom presentations should make requests through the Career Center. If approved, the principal or designee is the only person allowed to release contact information about teachers and other faculty members for the recruiters planning purposes.

10. Requests for lists of directory information should be directed in writing to Dr. Clark Bowers, Director of Student Services at the address below, or by email at Clark.Bowers@lcps.org. No list will be provided prior to October 15, 2018, to allow time for schools to process any military opt-out of directory information forms.

The required process for obtaining student lists is as follows:

  • The recruiter must forward a written request on official letterhead for student lists.

  • The request must indicate lists for specific Loudoun County high schools or “all” Loudoun County high schools.

  • The request must be addressed to:

  • The Director of Student Services will review and approve the request.

  • The approved request is forwarded to the Information Management Office.

  • The Information Management Office will fulfill your request via e-mail. Please include your e-mail address in your request.

A sample request letter is provided below for your convenience:

Dear Director of Student Services: On behalf of (branch of service), please consider this letter as an official request for directory information on high school students enrolled in Loudoun County Public Schools. Specifically, we request the full name, address, and phone number for all currently enrolled eleventh and twelfth grade students. List the information under each high school and provide this information in electronic comma delimited text file, Access, or Excel format. Please forward the information to (recruiter name) at (e-mail address). If you have any questions, contact me at (phone number).

A copy of Public Law 107-107, Sections 544 and 9528 (relevant portions of the legislation commonly called “No Child Left Behind”) is attached should you have any concerns regarding this request.

Student directory information will be used solely by the military recruiting services to provide students with information concerning training, employment, and scholarship opportunities available through the military. I understand this information is confidential and cannot be released to anyone outside my organization.
