When does my child stop being an EL?

Criteria needed to become Reclassified as an English Proficient student (RFEP)

• As of September 27, 2026, and passage of the Assembly Bill (AB) 2555 amends and/or adds California Education Code (EC) sections 51101, 51225.33, 313, 313.3, 313.4, 313.5, 313.6, 313.7, 313.8, and 313.9. These modifications to California EC include establishing English language proficiency, as demonstrated through the student's score on the English Language Proficiency Assessments for California (ELPAC) or Alternate ELPAC, as the sole criterion for reclassification of English learner (EL) students, instead of the four criteria previously included in Section 313(f). By its own terms, sections of this bill are effective immediately. 

New Criteria:

Only an overall Performance Level (PL) of 4 on Summative ELPAC or a 3 on the Alternate Summative ELPAC.
