When does my child stop being an EL?
Criteria needed to become Reclassified as an English Proficient student (RFEP)
eligible for RFEP status changes due to meeting each of the four criteria listed in California Education Code (EC) Section 313 (f).
Each criterion must be met by every student eligible for RFEP status.
Criteria:
An Overall Performance Level (PL) of 4 on Summative ELPAC or Alternate Summative ELPAC
A teacher evaluation, per local policy, to establish reclassification policies and procedures, based on data, not merely an opinion.
Parental consultation: parental feedback and opinion, not consent, is required per EC Section 313 (f)(3). 5 CCR Section 11303.
Basic Skills Relative to English Proficient Students adhering to the locally established criteria
which in LASD is determined by a Smarter Balanced Assessment Consortium English language arts scores (English CAASPP score of 3 or higher)
