why we should make graffiti legal

I think that graffiti should be legal but have a couple of rules so that the streets aren't covered in loads of paint.I came into the conclusion that i want to make a earth free spray paint that can't pollute the air. So we can finally take care of the things we breath and this is how im going to do it.
