Effective January 9, 2006, the State of Hawaii's Graduated Driver Licensing (GDL) law establishes a three-stage program for drivers under the age of 18. The program allows beginning drivers to develop their driving skills over time as they gain experience and maturity.

Provisional License may be issued at 16 years of age after holding an Instructional Permit for 180 days and without any traffic citation.
The teen must drive with a licensed driver over the age of 21 and has restricted driving hours.
Driver License may be issued at 17 years of age after holding a Provisional License for 180 days and without any traffic citation.
