Overview
Texas Senate Bill 13 (SB 13) establishes new guidelines for how school districts select books and other library materials. The goal is to make the process more transparent and ensure families have a voice in what materials are available in school libraries.
Key Points for Parents
1. School Board Approval
Every new book or library material — whether purchased or donated — must be reviewed and approved by the district’s school board before it is added to the library.
The board may also seek advice from a local library advisory council.
2. Public Review Period
A list of all proposed new library materials must be made available to the public for at least 30 days before the school board's final decision.
During this time, parents and community members can review the list and share feedback.

3. Open Meetings
The school board must approve or reject the proposed library materials in an open and public meeting, allowing families to see how decisions are made.
4. Donated Books
Donated books or materials cannot be added to the school library or made available to students until the school board approves them.
