SCHOOL ATTENDANCE REQUIREMENTS per Johnson City Schools ~
o It is essential that each student be present every day school is in session. Research indicates there is a direct correlation between school attendance and success in school. We believe it is important to expect and to assist students in being in school and on time. Students who are present at school derive maximum benefit from the instructional program and develop habits of punctuality, self-discipline, and responsibility.
o Appointments should be scheduled outside of the school day, when possible, and vacations during the appointed breaks.
o The implementation of the progressive truancy intervention plan will begin after three (3) unexcused absences:
a. Tier 1 - A student having five (5) or more unexcused absences will result in a parent and/or student meeting with a school official.
b. Tier 2 will be implemented if unexcused absences continue - school officials will make a review of the student’s absences.
c. Tier 3 will be implemented if unexcused absences continue - parents/guardians will be referred to Central Office for a meeting with the court’s Probation Officer, a DCS representative, a representative from the school, and the Attendance Supervisor for Johnson City Schools.
d. If attendance does not improve after the above meetings, a truancy petition WILL BE filed in court and a report WILL BE made to the Tennessee Department of Children’s Services.
o A student must be in school for 3 hours and 31 minutes to be considered present for the day.
o If a student is not feeling well, he/she will be allowed five (5) absences per year, without going to a doctor. A written parent note is required upon the student returning to school.
a. After the allowed five (5) parent note days, a doctor/dentist note is required for additional absences.
o Parents should call the school by 9:00 a.m. when their child will be absent. After an absence, our policy requires that a written excuse from the parent or a doctor excuse, be sent to the office the day the child returns to school.
o A student is allowed three (3) parent request days per year. The principal must approve parent request days.
o Johnson City School Board Policy 6.200 states: “Upon recommendation of the principal, students in grades K-8 who are absent more than twenty (20) days may not be promoted to the next grade. All absences, excused or unexcused, are counted in the maximum number of days that may be missed during a session or school year.”
Unexcused Tardiness and Early Dismissal Regulations
Students must arrive on time in order to feel well-established for the school day. When students arrive late, anxiety may occur as a result of feeling academically behind before the school day even begins. With that shared, an unexcused tardy is defined as a student not being in his/her classroom by 8:15 AM for unacceptable reasons. If your child arrives after 8:15 AM, please accompany him/her to the office in order to obtain a tardy admit. Upon the third unexcused tardy and/or early dismissal in a grading period, the student will be subject to the following consequences per our JC Schools’ elementary policy:
Johnson City Schools’ Elementary Tardy Policy
Upon the 3rd UNEX tardy and/or early dismissal in a grading period, the student will be subject to a consequence to make-up missing work (e.g. loss of recess or lunch detention). The school principal has the authority to implement “time for time” procedures that would allow students to make up time missed for school due to tardiness/early dismissals.
Students are not to leave school for any reason without permission from the office. All appointments, including medical and dental appointments, should be made outside of school hours when possible. The parent/guardian or other responsible adult MUST visit the office to obtain an early dismissal slip and formally sign the student out. Only those persons named on the emergency/enrollment card will be permitted to pick up students, unless the parent gives verification in written or personal form. Please do not send unauthorized persons (not on the emergency card) to pick up your child. An unexcused early dismissal is defined as a student leaving school before 3:15 PM for unacceptable reasons. Early dismissals will be treated the same as tardies. Please reference the above district policy.
Emergency/Enrollment Card Information
A current phone number on file will ensure an immediate contact in case of an emergency. If you have an unlisted number, we will keep it confidential. However, we must have the number in case of an emergency. Children are not permitted to use the office telephone for routine and/or social matters. Please keep the office informed of a change of address and/or telephone numbers. Without the proper numbers we CANNOT contact you in the event of an emergency!
Fees
An instructional fee of $25.00 is requested for each student at the beginning of the school year. This fee is used to provide classroom consumables for instruction. This fee is approved by the JC Board of Education. Please make checks payable to: Woodland School. All students qualifying for free and reduced lunch will automatically qualify for a fee waiver.
Lost and Found

Bus Rules
All school rules apply at all school sponsored events, going to and from school, and including the bus stop. Transportation is provided as a convenience to parents, not as a right to students. Students who do not obey the bus rules will lose the privilege of riding the bus for a period of time. Students are expected to conduct themselves in a courteous and well-behaved manner while waiting for the bus as well as during travel time within the bus.

After serving a two 2-week suspension, the 3rd suspension will be for the remainder of the school year.
PARENTS ARE RESPONSIBLE FOR PROVIDING TRANSPORTATION IF A CHILD IS SUSPENDED FROM RIDING THE BUS.

Example: Bus #22, at 3:30 PM, corner of Maple Street and South Roan Street.
As governed by law, the transportation supervisor shall begin an investigation of all bus safety complaints within twenty-four (24) hours of complaint.
Code of Conduct
The Johnson City School Board has adopted a Code of Student Conduct and Discipline. Parents are responsible for informing their children of its content. Each student will receive a personal copy at the beginning of the school year. All teachers will discuss this important booklet with their students. Parents must sign and return the final page of the Code of Conduct booklet.
Discipline
Each classroom teacher and Related Arts’ teacher will establish behavior guidelines for his/her respective classrooms. The Johnson City Schools’ Code of Conduct will be strategically followed. All students have the right to an excellent education in a learning environment free of disruption. Students who continue to be disruptive, disrespectful, disobedient, or defiant will be referred to the principal. Should this occur, the principal will contact the student’s parent/guardian. In addition, students who engage in bullying behavior or cause other students to be feel uncomfortable in their classroom environment will be addressed by the school counselor and/or principal as aligned with the JC Schools’ anti-bullying policy. Furthermore, parents will be contacted should these complexities arise.
JC Schools’ Anti-Bullying Specifications
§ We will not bully others.
§ We will try to help students who are bullied.
§ We will try to include students who are left out.
§ If we know that someone is being bullied, we will tell an adult at school and an adult at home.
In-School Suspension, Out-of-School Suspension, and Lunch Detention
Order and self-control are essential to an effective learning environment. Students who are unable to follow the rules set forth in the JC Schools Code of Conduct and the procedures of our school and classrooms, will be assigned between one and five days of in-school suspension. Woodland’s in-school suspension room is now referenced “Put First Things First” in alignment with the guiding principles of our Seven Habits. Lunch detention may sometimes be assigned for inappropriate lunch behavior or classroom infractions. Further, out-of school suspension is referenced in the JC Schools’ Code of Conduct for more serious behaviors. Please counsel with your child so that he/she will not need to be removed from class and assigned to Put First Things First.
***The principal reserves the right to make classroom changes as necessary at any time throughout the school year. Parents/Guardians will be contacted by the principal if changes should occur.
Dress Code/School Gear
The appearance of our students reflects the quality of the school and must not cause disruption to the learning environment. The cell phone may be picked up only by the parent (the phone will be secured in the principal’s office). Upon the third occurrence, the student will be assigned in-school suspension and the phone will be confiscated until the end of the school year.
Discrimination/Harassment
Johnson City School Board Policy states that students and staff shall be provided a learning/working environment free from sexual, racial, ethnic, or religious discrimination/harassment. The learning environment includes school district facilities and premises, and non-school property at any school sponsored, school approved or school related activity or function such as field trips or athletic events where students are under the control of the school district. It shall be a violation of this policy for any employee or any student to discriminate against or harass another person through disparaging conduct or communication that is sexual, racial, ethnic, or religious in nature. Any concerns regarding the use of discrimination and/or sexual harassment should be reported to the school principal immediately.

Every parent/guardian is expected to attend at least one conference.
Attendance for at least one parent conference, or lack thereof, will be recorded in each child’s permanent school record.

Parties/Special Occasions
Student celebrations are always welcomed; however, please do not send party invitations to school unless the entire class is being invited.
It is very difficult for some students who are uninvited to recover from hurt feelings as associated with those invitations.
In the case of boy parties, all boys must be invited and in the case of girl parties, all girls must be invited or parents are asked to extend invitations by phone or mail.
Special birthday arrangements should not take place on school grounds (i.e., limousines, costumed characters, etc.). Any flower or balloon arrangements will remain in the office until the end of the school day due to possible distractions within the learning environment.
Parents/Guardians bringing snacks to school should bring the snack to the office to be delivered. This method of delivery is not disruptive to the classroom. The teacher will distribute the snacks at an appropriate time during the school day.
**We must follow guidelines from the state department and JC Schools concerning foods offered to students at any time during the student day. Because of this and other health concerns, all classroom celebrations should be specific to healthy treats. **Pre-packaged cupcakes, cookies, fruit, etc. are appropriate for birthday celebrations.
**Peanut Allergies: ~ please do not send peanut-based refreshments for classroom parties at any time. We do not wish for any student to feel excluded because he/she has an allergic condition.
Perfect Attendance Awards

Accordingly, if your child should be tardy, picked up early, or absent for any reason, he/she will not receive an end of the year perfect attendance certificate.
Let’s Read – Let’s Soar!
Our Let’s Read – Let’s Soar reading program will continue this school year as we encourage our students to read great books – either in traditional book form or through EPIC Reading. We encourage all students and families to read for at least 20 - 30 minutes each school day. Reading with our children and practicing oral fluency are two of the most important contributors for academic success.

After treatment and removal of lice, the parent must take the child to our central office with regard to our Johnson City School Nurses. Their contact number 232-5380. An admit form will be given to the parent if the child is lice free. The school requires this form from each student in order to be re-admitted. A student will be expected to have met all requirements for treatment and return to school no later than 2 days following exclusion for head lice. All days in excess of the allowable period will be marked as unexcused.
The school office should be notified immediately when a communicable disease is diagnosed.
Student Accidents
Accidents are reported immediately to the staff member on duty. The staff member will complete an accident report form with efforts made to contact the parents or guardians. A current home or work phone number and an additional emergency number on your child’s enrollment card will ensure a speedy contact.
Student Accident Insurance
Insurance coverage with respect to accidents at school, on the playground, going to school or returning home is offered at a low cost. Follow the instructions on the material being sent to you. Please have your child check with the teacher if he/she did not receive an insurance application. The application and money must be sent directly to the insurance company.
