Current Global Issues
In order to understand how a higher education institution might transition from a teaching university to a research university or comprehensive research university, it is pivotal to comprehend current global issues that affect the success of that endeavor.
To evaluate the current and potential global trends that have the greatest impact on modern research universities and the systems within which they reside, students will read Altbach, Resiberg, and Rumbley (2009), learn about the impact of a few current global issues, and reflect on other global issues that might affect the modern research university.

Altbach, Resiberg, and Rumbley prepared this report for the UNESCO 2009 World Conference on Higher Education. In section 13 of this report, they explore eight future trends that the postsecondary sector should keep an eye on and consider adapting to.

Universities compete for resources like funding and talent - both professors and students. These resources are limited and decreasing, while demand for them is increasing. For research universities especially, resources is paramount.
"Research universities will increasingly be challenged to raise their own funds from potential donors, through the sale of intellectual products and consulting, and increasingly from student tuition and fees." (Altbach and Salmi, 2011, p. 26)
University rankings have typically played a large role in attracting resources to universities. However, the methodologies behind university rankings are weak. For example, they rely on data like reputation, federally awarded research expenditures, and the number of publications or citations. These data may not be valid or may not be available for higher education institutions beyond the U.S.
With college rankings being a valuable, and sometimes controversial, tool for comparing higher education institutions, Dr. Borden shares his own perspective on the value and legitimacy of these rankings.
This figure from the National Center for Education Statistics (NCES) shows how public and private nonprofit postsecondary institutions have higher revenues from tuition and fees in 2019-2020 compared to 10 years earlier in 2009-2010.
According to Altbach and Salmi (2011),
for many universities globalization constitutes a challenge. The global academic marketplace for professors and students means that the best students and staff members can be enticed away. Overreliance on international core journals for promotion and research criteria may place professors in peripheral research universities at a disadvantage. Globalization tends to favor universities at the center over others; it does not necessarily contribute to the democratization of science and scholarship. (p.28)
Reduced public funding has pushed higher education institutions toward new sources of funding through privatization. However, privatization would be detrimental as abiding by market demands would reduce the quality and shift the focus of research away from basic research.
Especially following COVID-19, digital technology rose to the forefront of higher education. One definition of digital transformation is "leveraging digital technologies to enable major educational improvements, enhance learner and instructor experiences, and create new instructional models through policies, planning, partnerships, and support" (Martin and Xie, 2022).
Digital transformation involves structural changes in organizational culture, leadership, employee roles and skills. Specifically, these changes include digital learning technologies, instructional modality, personnel and support services, organizational policies and planning, instructor development, learner development, and partnerships.
Below are the results from an EDUCAUSE survey among higher education IT leaders about their current experiences, attitudes, and practices related to Digital Transformation.
The previous section highlighted a few current global issues. Listed below are a more, but these are non-exhaustive.
Autonomy: "In an era of growing accountability, research universities will be challenged to maintain their management autonomy and to control their essential academic decision making" (Altbach and Salmi, 2011, p. 27).
