The DOST-PCAARRD-ISU Agri-Aqua Technology Business Incubator (TBI) is one of the six first agriculture-based TBI in the country established by the Department of Science and Technology-Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) in 2017. During the first three-year of operation, the incubator was known as DOST-PCAARRD-ISU Livestock TBI.

The incubator capitalizes on its experts, mature technologies from goat production to post production and facilities that can cater commercial-scale production. Most technologies and products of the incubator are registered under the Intellectual Property Rights- Philippines.

In 2017, the Isabela State University Board of Regents (BOR) approved the establishment of the incubator by passing ISU BOR No. 74, series of 2017. From then on, the incubator operates based on the approved Implementing Rules and Regulations approved by the BOR.

In 2018, the Department of Science and Technology- Region 02 and ISU signed a partnership agreement for the promotion of incubation program in the region. Likewise, DOST-Region 02 sponsored enterprise management training program for qualified MSMEs. Commercialization of two goat technologies was also made possible with the assistance of DOST-Region 02.
