RECLASSIFIED TO FLUENT ENGLISH PROFICIENT (RFEP) STUDENTS
State and federal laws require LEAs to monitor students who have exited EL status for a period of four years after they have RFEP status (20 United States Code Section 6841[a][4][5]; Title 5 California Code of Regulations [5 CCR] Section 11304). After students have exited an EL program through the locally-approved reclassification process, LEAs must monitor the academic progress of those RFEP students for at least four years to ensure that:
• The students have not been prematurely exited;
• Any academic deficit they incurred as a result of learning English has been remedied; and
• The students are meaningfully participating in the standard instructional program comparable to their English-only peers.
ELD Department administrators, ELD Specialists, teachers and /or case managers collaborate to complete the RFEP Monitoring Forms and ensure that supports are in place if needed. The RFEP Monitoring forms are stored in the student’s cumulative file annually.
During this monitoring time, schools ensure RFEP students have met the same academic achievement goals set for all students. If these students do not yet meet these goals, intervention and support is to be provided. According to the California Department of Education, these services are not dependent on specialized funds.
RFEP Monitoring Process
RFEP Monitoring Process -
Before the end of the 1st and 2nd semesters, ELD Coordinator must prepare the following for monitoring.
STEP 1:
Pull assessment data on all RFEP students
ELD Coordinator adds CAASPP ELA (if applicable) and Star360 Reading results to Master EL List. For HS students, GPA is noted as well.
STEP 2:
Evaluation of Data
ELD Coordinator determines if the student still meets the basic criteria of reclassification and is making adequate progress in content area courses.
STEP 3:
Teacher Input Survey for students who don’t meet criteria
The classroom teacher or Content teacher completes the RFEP Monitoring survey to evaluate the student’s academic success within the course/s.
Teacher notes if the ELA course is at grade level or not.
Teacher notes if the student is not being successful due to a language deficit or lack of engagement.
STEP 4:
Assign Interventions for struggling students
Based on the student’s needs, the ELD Coordinator assigns school intervention (ex. Compass, IQ Boost, Reading Intervention, etc.).
STEP 5:
Form Completion
ELD Coordinator compiles all data and completes the RFEP Monitoring Form. A hard copy of the form is placed in the student’s cumulative folder.
STEP 6:
Updating Database
ELD Coordinator updates the following databases:
On EL Master List add the date of form completion to the monitoring cycle.
Update “RFEP Semester” cell.
For Y4/S2 students, remove the student for the google sheet.
Update TVS to ESL - Exited
