The goal-oriented human resource management (GO-HRM) toolkit is designed to assist mission-driven government departments and individuals in implementing a technology-enabled approach to performance management. GO-HRM seeks to enable departments to assess and improve each individual's capabilities and performance towards achieving departmental goals.
GO-HRM implementation comprises three critical components:
Goal alignment to improve service delivery by helping the department articulate and track its goals, objectives, and key results across programs and individuals
Learning and development to improve officials' capacity by describing, assessing, and building their competencies through tailored support and interventions.
Performance management to enable HR decision-making (promotions, transfers, deputations) that is focused on performance and competencies
The GO-HRM toolkit provides tailored solutions and resources for implementing these components. Each component can be adapted and implemented based on existing systems and resources available within a department.
