Institut Aminuddin Baki (IAB) is a leadership training and education management institution to develop the capabilities of managers and education leaders at all levels of the Ministry of Education (MOE). IAB continues its mission of capacity building educational leadership to improve the quality of educational organizations through the implementation of training programs in the field of leadership and education management that meet the needs of participants in Malaysia and from abroad, in line with IAB's vision as a leading educational leadership development centre.
Uplifting Teachers’ Leadership Program In Low Performing School (ProPeKS) is an initiative created in line with the Malaysia Education Development Plan (PPPM) 2013-2025 under the 5th shift to ensure high performance leadership is placed in each school and develops the competency of teachers to produce students' outcome. ProPeKS fully funded by Ministry of Education in order to achieve the target to increase teachers’ leadership in low performing schools. The objectives of ProPeKS namely (i) to improve teachers’ leadership competency, (ii) to improve teachers’ quality in teaching and learning and (iii) to improve student outcome (achievement in academic, attitude and co-curriculum). This project started at December 2017 and end on December 2020. Project involves 68 schools and the target group 68 principals, 204 Senior Assistants, 1972 Subjects Head Panels, 6530 Teachers. Strategic Collaboration involves in ProPekS were Ministry of Education divisions namely (i) Human Resource Management Division – school leaders placement (ii) School Management Division- to negotiate regarding school leaders placement and to confirm list of low performing schools, (iii) Educational Planning and Research Division- to develop criteria and identify low performing schools in Malaysia, (iv) State Education Department and District Education Office - to monitor and coach school leaders and teachers. The approach of ProPeKS involves 30 hours face to face session, three times per year for three years Follow up follow through and 16 hours colloquium for teachers doing their best practices sharing after one year involve in this project, colloquium for sharing best practices. ProPeKS implemented with a focus on three main areas namely performance achievement, social community and teacher personality. Face to face session conducted through self-evaluation, lecture, group discussion, mini assignment, presentation and assessment for learning. The main essence were to develop transformation of teachers’ mindset, sharing teaching and learning issues, bench marking best practices of teaching and learning, reflective and mass sharing session in professional learning community and develop action plan in order to accept the duties and responsibilities as a competent teacher in various current situations (agile teacher). In order to monitor the ProPeKS schools, Follow Up and Follow Through (FUFT) to guide participants to achieve the goals of ProPeKS. FUFT was implemented by IAB lecturers and School Improvement Partners (SIPartner +) from district educational office as a coach. ProPeKS had shifted teachers’ paradigm become more creative and innovative in creating new ideas enhancing their teaching and learning. Through ProPeKS 68 schools had transformed from low performing schools to high performing schools.
