The Hua Xia Chinese School @Mason (“HCXS” or “School”) is dedicated to promoting Chinese language and culture learning in a safe and welcoming school environment. HXCS strictly prohibits unlawful discrimination, harassment, intimidation, bullying of, or retaliation against any school members.
In order for the school to operate, certain rules and regulations regarding student behavior have to be established and enforced. Therefore, the Student Code of Conduct is an attempt to list major rules. However, other acts not listed could be subject to discipline if the act is disruptive to the educational process, hinders other students’ learning, or is deemed inappropriate for a school setting.
It shall be the decision of the appropriate school administrator as to which corrective measures are appropriate or adequate, after carefully weighing all the facts and circumstances pertaining to an incident of misconduct, and in light of the student’s past record of misbehavior. The action may include, but is not limited to, loss of privileges; after-school detention; in-school suspension; out-of-school suspension; emergency removal; and/or expulsion. Students aiding, abetting, or conspiring in the commission of any school violation may receive a penalty equal to the attempted violation.
The types of conduct prohibited by this Code of Regulation are as follows:
Damage or destruction of school property, property of school employees, property of other students, and/or visitors and volunteers, on or off of school premises.
Assault on a school employee, student or other person. Situations such as fights could be turned over to the police. Fighting in the school or close proximate thereto will be turned over to the police.
Disregard of reasonable directions or commands by school authorities including school administrators, room parents, and teachers.
Chronic misbehavior which disrupts or interferes with any school activity.
Fighting
Tardiness
Abuse of a school employee, student or other person. No student shall use or direct to, or about a school employee, or student, words, phrases, or actions which are considered to be slanderous or degrading in nature; words or phrases which could be considered threatening, menacing or indicate an intent to cause harm to person or property; and/or words or phrases which are obscene or profane as defined by the majority of our society. Name calling and negative, uncomplimentary and offensive remarks related to physical handicaps or defects, mental handicaps, race, religion, nationality, appearance or other reason is prohibited.
Disrespect to a teacher or other school authority.
Refusing to take detention or other properly administered discipline.
Use of indecent or obscene language in oral or written form.
Theft or possession of stolen goods.
Sell, offer to sell, transfer, or possess any controlled substance such as drug, weapons, alcoholic beverage or intoxicant of any kind on school premises or at a school-related function.
Repeated violations of the Student Code of Conduct and/or any other school rules, regulation or policy.
Any disruption or interference with school activities.
Willfully aiding another person to violate school regulations.
Students who violate the Code of Conduct are infringing on the rights of others and will be dealt with in accordance with the consequences; the same guideline adopted by Mason City School District will be applied here.
Teachers
Classroom teachers have the full authority in handling classroom activity. Student should be sent to school office to handle incident. Teacher should write an incident report when he/she deems necessary.
Teacher has full authority in class. Parent on duty has authority to take student out class.
Parents
Parents shall not directly accuse teachers’ work in case of dispute.
Parents shall not directly accuse the other Student.
Parent should contact Parent Teacher Organization leader when there is disagreement with School Teacher or Administer.
HXCS discipline level and process
First incident -- Verbal/written warning, tell parents
Second incident -- Suspension from 1 or multiple classes
Third incident -- Board review and decide to suspend whole semester
Compliant and investigation process
Please contact HXCS Principal(s) at principal@hxcsohio.org or PTO Chair at PTO@hxcsohio.org for any inquiries, concerns or complaints in regards to this Code of Conduct.
The Principal(s) or PTO Chair shall promptly initiate investigation of any alleged violation of this Code of Conduct and report any findings and recommendations to HXCS Board of Directors. The Board shall consider all evidences and render the final decision on the appropriate corrective actions to resolve the issue, prevent its reoccurrence and remedy its effects.
HCXS will employ all reasonable efforts to protect the privacy and rights of the Complainant, the Respondent, and the witnesses throughout the process. All records generated shall be maintained as confidential to the extent permitted by law.

1. 按时到校,不无故旷课迟到早退.有事预先与班级老师请假. 如有身体不适或发烧,及时请病假并居家休息.
Students shall attend school on time. Should you need to arrive late, leave early or be absent, please notify the teacher ahead of time and obtain approval. Please request sick leave if you are not feeling feel or having fever.
2. 按老师要求完成作业,按时上交.
Students shall complete and submit homework on time as instructed by their teachers.
3. 上课时带好学习用品.不带零食和饮料.可以带水壶喝水. PreK班可以带少量零食在老师指定的时间和地点食用.
Bring teacher required school supplies to class. Snacks or drinks are not allowed while in school. Drinking water is allowed. Only Pre-k students may have some snacks under teacher’s supervision.
4. 认真听课,不扰乱课堂秩序.上课期间不看手机和其他电子设备, 否则老师可以没收, 课后归还,并告知父母.
Follow teacher’s instruction. Electronic devices use is not allowed during class unless authorized by your teacher. Teachers have the right to confiscate any electronic devices as necessary and return them after class. Your parents will be informed at teacher’s discretion.
5. 为人礼貌,尊重他人.如发生言语或肢体冲突,学生应第一时间告诉老师或者值班家长,并听从老师或者值班家长的处理.
Be respectful and polite to others. Students shall tell teachers or parents on duty immediately if experiencing or seeing any bullying and/or violence activities.
6. 协助中文学校老师和值班家长维持教室桌椅和地面的整洁.不动老师办公区域的任何物品, 包括不擦掉黑板上已有的板书.如有损坏,照价赔偿。
Help classroom teachers and parents on duty keep classroom property clean and intact. Students shall not rearrange or touch anything in the teacher’s desk area or any other barricaded areas. Do not erase anything preexisting on the whiteboard when you enter the room. Students will be held responsible for any damages to any school property and/or other people’s belongings.
7. 有安全意识,课间不在教室和走廊奔跑,打闹,喧哗.
Safety first. Do not run, fight or shout in the classrooms or in the hallway.
8. 此外,所有学生在中文学校上学期间需遵循美圣学区的学生守则。

Exhibit B: School General Guidelines for Teachers (Simple Version)
1. 按时到校,不无故旷课迟到早退.有事预先与Dean请假.
Arrive at school on time for the classes you teach. Please notify the Dean in advance and obtain approval should you need to arrive late, leave early or request leave.
2. 所有老师请予学期初和学期期间适当适时提醒学生遵守上面Exhibit A的学生条例。
All teachers should remind their students the “School General Guidelines for students” in Exhibit A at the start of each semester and as appropriate throughout each semester.
3. Pre-K到三年级的中文老师和第三节课兴趣班的成人老师需在班级微信群安排家长在教室的轮流值班. 老师也可指定一位Room Parent来帮助安排每周班里值班事宜,并决定Room Parent是否需要在班里值班. 老师或者Room Parent可根据学生年龄和班级人数决定每节课的家长值班人数.每节课需要安排至少一位教室值班家长.老师需在学期末如实提供家长实际值班记录给校务会以决定是否退还家长值班押金.教室值班家长具体职责请见 Exhibit C.
Teachers for Pre-K through 3rd Grade Chinese classes and adult teachers for enrichment classes shall arrange parent duty for each class or delegate the responsibility to a selected Room Parent. The teacher can decide if the Room Parent could be exempted from the parent duty in class. Each class shall always have at least one parent on duty. In addition, teacher shall provide a complete and accurate parent duty report to school office at the end of each semester for parent duty refund purpose. Please refer parent on duty to Exhibit C “Classroom Parent Duty Instructions”.
4. 第三节课兴趣班的高中生老师上课必须有自己的家长陪同帮助维持课堂秩序和保证学生安全.高中生老师可以和自己的家长商量是否安排学生家长在教室值班. 如果没有学生家长值班, 则高中生老师的家长需要负责 Exhibit C 列举的所有事项.
Youth teachers shall be accompanied by one of their parents during each class. Youth teacher and their parent(s) can decide if they want to implement classroom parent duty as laid out in #3 above. If there is no student parent on duty, the youth teachers’ parent will be held accountable for responsibilities listed in Exhibit C “Classroom Parent Duty Instructions”.
5. 四年级到AP中文班的老师需在班级微信群提醒家长值班在学校走廊和入口的值班职责。详情请参见Exhibit D.
Teachers for 4th grade and above shall remind student parents to sign up for hallway and entrance parent duty via school provided Signup Genius link. Please refer them to Exhibit D for Entrance and Hallway parent duty responsibilities.
6. 如有意外发生,请及时提交学校办公室处理并帮助填写事故报告和签字.事故处理流程请参见Exhibit E,事故报告表格请参见Exhibit F.
Any incidents shall be reported to school office immediately. Teachers and parents on duty shall help fill out and sign incident reports as appropriate. Please refer to Exhibit E for procedure requirements and Exhibit F for the Incident Reporting Form.
7. 董事会和校务会成员可自行决定是否参与家长值班.
Parent duty is optional to School Board members and School Council members.
Exhibit C: Classroom Parent Duty Instructions
This applies to parents of PreK – 3rd grade Chinese Classes (1:50-4:00pm) & Enrichment Classes (3:50pm-5:00pm). Parent duty refund will be provided at the end of each semester based on teacher’s report.
1. 值班家长应提前10分钟到达本班教室,先拍1-4张教室的全景照和1张教室老师办公区域照片,立即上传到班级微信群,并在手机上保存一周。也可上传拍到教室全貌的视频到微信群.提示:照全景照片时应该确保照片覆盖整个教室,最好从教室的每面墙向对面照1张照片,共4张。
Parent on duty shall arrive at the classroom 10 minutes early. Take 1-4 photos to show the entire classroom area, the teacher’s desk area and any other barricaded areas. Upload all photos to classroom Wechat group right away and maintain availability for at least one week in case of any incident investigation need. You may also upload a short video that shows the entire classroom area to the class WeChat group.
2.值班家长帮助老师做好上课前的准备工作,包括用黄胶带在教室内设置隔离带。
Assist teacher with any pre-work including barricade areas in the classroom using yellow tapes when requested.
3.老师可以自行决定是否需要值班家长上课期间在教室内值班. 老师也可安排值班家长去走廊负责学生安全,或者带领学生去厕所,或者去办公室复印学习资料等等。
Teacher has sole discretion on whether the classroom parent on duty should stay in the classroom while class is in session. Teacher may also ask classroom parent on duty to help watch student safety, take students to restrooms or water fountains, or go get study materials copied at office, etc.
4.值班家长必须在每堂课结束前10分钟回到本班教室准备值日。在课间休息时注意以下事情:学生不许挪动教室内桌椅和其它物品; 学生不许跨过教室内黄胶带隔离区域; 维持学生课间秩序,保持教室内干净整洁.
Classroom parents on duty shall return to the classroom ten minutes prior to any recess. Please help keep classroom clean and intact and ensure no property damage or safety incident.
5.下课后(中文课3:50-4pm; 兴趣班4:50-5pm) ,家长需要检查以下事项:
• 提醒同学把自己周围垃圾丢到垃圾桶内;如果桌椅有移动,请务必摆放回原位;请检查白板,保证白板干净;检查所有用过的课件包括马克笔等,请收拾好放回原处.
Remind and assist students to dispose of all trash and restore desks and chairs to their original position. Erase whiteboard as appropriate and return classroom materials to their original places.
• 待教室整理干净后,再先拍1-4张教室的全景照和1张教室老师办公区域照片,立即上传到班级微信群,并在手机上保存一周以备学校需要。提示:照全景照片时应该确保照片覆盖整个教室,最好从教室的每面墙向对面照1张照片,共4张。
Take 1-4 photos to show classroom entire area and 1 photo of the teacher’s desk area and/or any barricaded area. Upload to school wechat group immediately and maintain availability for at least one week in case of any incident investigation need.
• 放学时所有学生被家长接走后,值班家长方能离校。若有家长未能按时到校接孩子,值班家长可将学生带到学校办公室。
Classroom parent(s)on duty shall stay until all students have been picked up by their parents. Please take students to the school office if their parents are running late.
6. 学校有需要调用照片而不能提供的,值班家长按照没有执勤处理,值班押金不予退还.
If you fail to provide the photos when requested by the school office, your parent duty will be forfeited.
Exhibit D: Entrance & Hallway Parent Duty Instructions
This applies to parents for 4th grade – AP Chinese Classes (2-2:50pm; 3- 3:50pm). All refunds will be processed at the end of school semester.
1. Parent duty duration: 1:45pm – 5:00 pm on Sundays when school is in session. If anyone needs to leave earlier, please contact school Admin.
家长值班时间是周日下午1:45到5:00,如果有特殊情况需要提早下班,请与办公室主任联系。
2. Check in HXCS@Mason Admin Office by 1:45pm, fill out the Parent Duty form. Parents on duty are required to wear the yellow duty vest provided by school.
请不晚于下午1:45 到学校办公室报到,填写值班表并领取值班制服。
3. At entrance/exit:
学校进出口:
• Assist School Admin to set up/remove traffic cones; watch for entrance and parking lot safety; Help school teachers and school council members to carry heavy items to and from their cars; open and hold entrance doors for any visitors with precaution.
帮助学校办公室设置和移动交通安全标志,关注入口和停车场的安全;帮助老师和校务会成员搬动重物;帮助上课期间访客的开关门需要。
• Ensure all students under the age of 12 are accompanied by their parents when existing the school building.
不满十二岁的学生离开学校需有家长陪同。请值班家长予与督促。
4. At hallway学校走廊:
• Assist to keep floor, classrooms clean and in order.
帮助保持楼层和教室的整洁。
• When class is in session, make sure no visitor lingers in the hallway and assist teachers with their ad-hoc needs (i.e., help make copy, help guide little kids to bathroom/office and escort back to classroom, help taking group pictures when asked, etc.)
上课期间,确保走廊里没有人逗留和喧哗,帮助老师的不时之需(比如,帮助老师复印,帮助带领小朋友去厕所或者办公室,帮助拍照,等等)。
• During recess, serve as safety watch. Stop any kids from running too fast and/or climbing the lockers in the hallway to prevent incidents. Ensure school facility is intact and not damaged.
课间休息期间,保证学生的安全。禁止学生在走廊奔跑或者爬上爬下。保证学校设施不被破坏不被乱涂乱画。
• Immediately report any accidents and/or emergencies to school office. School Office has first aid in supply.
及时向学校办公室汇报事故和紧急情况。学校备有事故急救包。
• Provide ad-hoc assistance to school Operations as needed (e.g. Lost and found, etc.)
提供学校办公室需要的其他服务(比如失物招领)。
5. Check out at 5:00pm. Return the safety vest to School Admin and sign out. Make sure you fill out the duty form before you leave.
五点值班结束。请向办公室归还值班制服并提交值班表格.
Exhibit E: Incident Reporting Standard Operating Procedures
1. Incident reporting is required for:
a. all property damage incidents, regardless of the severity level;
b. student safety incidents, regardless of the severity level;
c. student illness cases, regardless of the severity level;
d. all other incidents as determined by the school council member on duty.
2. Teachers, Parent on duty and/or all other witnesses shall accurately describe the incidents to the school admin and/or other school council members on duty as soon as the incident is discovered.
3. School admin or other school council members on duty should fill out the incident report with as much detail as possible for complete school records.
4. School Council members on duty should review the report for completeness and fairness and sign the report once approved.
5. Teachers and room parents on duty shall sign the incident report once it is approved by the school council member on duty.
6. School admin shall contact both parents/guardians of the student involved by phones as soon as practical. When not answered, a voice message should be left.
7. Parents/guardians of the students involved should come to school office in a timely manner upon receipt of the school message. Parents shall sign the incident report and may request a paper copy to take home.
8. HXCS reserves the right to call 911 for help under emergency situations.
9. All property damage incidents shall be reported to Mason City School site manager on duty as soon as it is discovered.
10. School council member on duty shall take picture of the damaged items and post to teachers’ WeChat group and school council WeChat group for awareness and as reminders of the safety rules.
11. Damaged items shouldn’t be removed from the site. School council member on duty shall leave a sincere apology note with the classroom and offer the options to repair, replace or provide gift card compensation. Whoever left the apology note shall take a picture and provide to school council WeChat group for awareness.
12. School council will strive to honor Mason City School classroom teacher’s selection of the options above in a timely manner.
13. HXCS school council reserves the right to request parents of the involved student for reimbursement of all reasonable costs associated with the property damage incident.
14. All incident reports shall be retained by school admin for at least two semesters.
