There are 7 youth members per team.
The team with the best time will be the champion, the second best time will be 1st runner-up and so on.
The distance is around 100m.
Skill Competition
There are 8 youth members per team.
The team needs to navigate the standard boat and perform resuscitation to a drowned person at sea, and demonstrate how to leave and return the jetty.
The team with the highest score wins; if the scores are the same, the team completed in a shorter time wins.
MUST fulfill the basic qualification #; and
Youth Members from different Sections (Scouts, Venture Scouts, Rover Scouts) can form a team; and
Oarsman must be holder of Level 1 Scout Standard Boat Certificate or above; and
Coxswain must be holder of Level 3 Scout Standard Boat Certificate or above. The leader or instructor from the same unit can be the coxswain.

This Race is 6 seats Small Dragon Boat.
Each team shall not be less than 5 people on each boat in the event, i.e. 1 drummer and at least 4 paddlers on each dragon boat. And the team shall have 2 reserves.

The distance is around 100m.
MUST fulfill the basic qualification#; and
Each team must have a steersman aged 18 or above, the organizer can provide a steersman if needed. Steersman must be the holder of the Coach Certificate issued by Hong Kong China Dragon Boat Association / Traditional Boat Coach Certificate issued by Hong Kong China Canoe Union / Assistant Dragon Boat Instructor or above of the Scout Association of Hong Kong; and
Youth member, leader and lay member from different unit can be the steersman.

The organizer will invite Scout members of the same age from National Scout Organization (NSO) in the Asia-Pacific region and/or members of local organizations to participate in the above-mentioned events. And there will be an "Invitational Race", in which relevant organizations will be invited to send team(s) to participate in the "Standard Boat Speed Invitational Race" and the "Dragon Boat Invitational Race".
The participants MUST have/be:
Valid record book for scout members, or valid Warrant for leaders, or Certificate of Appointment for instructors, or Certificate of Appointment for lay members; or
Members from NSO in the Asia-Pacific region or local organization; and
Obtained a valid Certificate of Swimming Test that issued by Scout Association of Hong Kong or its authorized issuing unit.

Please submit your application with the following items to Hong Kong Island Region, 19/F, Hong Kong Scout Centennial Building, 23 Yat Sin Street, Wan Chai, Hong Kong on or before the application deadline.
Filled Application Form with approval from the Group Scout Leader or respective Sectional Leader and stamp of scout unit.
Copy of the Certificate of Swimming Test issued by Scout Association of Hong Kong.
Copies of related qualification certificates.
Completed Parent’s Consent Form (Suitable for applicant who is under 18 years old)
(If the Copy of the Certificate of Swimming Test and Parent’s Consent Form cannot be submitted by the deadline, the leader should submit the Consent Form via https://www.hkirscout.org.hk/115RegattaDoc before 15 July 2026.)
There is no payment when you submit the enrollment. When the enrollment is accepted, there will be an official payment link (e-mail as oeps@scout.org.hk) sent to the Leader-in-charge, the scout unit should settle payment within specific period.
Each applicant should submit application by Scout Group / Scout Unit and represent ONE Scout Group / Scout Unit only (Except Steersman of Dragon Boat Session);
No restriction on the numbers of event submitted by each Scout Group / Scout Unit;
If there is any situation of incomplete documentation, non-payment, unqualified situation, etc., the application will be declined;
Applicant with false declaration will be disqualified and result will be invalidated, there will not be any refund;
Applicants will be notified through e-mails for the application results (e-mail should be filled on the application form);
The Organizer shall adjust the actual quotas according to the enrollment numbers. Participants shall have no objection;
The Organizer reserves the right to forbid any participant from taking part in the competition.
All competition regulations will be issued at Briefing Session. Competition circulars and regulations will be uploaded to this website.
Trophies include Champion, 1st runner-up and 2nd runner-up for each event (No. of awards depend on the number of participants)
The activity will be cancelled or postponed if Amber Rainstorm Signal, Tropical Cyclone Warning Signal No. 1 or above is issued and still in force 3 hours before the activity is scheduled to begin or other circumstances causing the activity not able to be continued. Participants shall stay tuned with the weather situation and the information issued by this website.
The result will be announced on the Competition Days, and the list of winners will be uploaded to the official website after the Competition.
Apart from completing the protest procedures at sea (if applicable), all protests must be submitted in writing to the Protest Committee within the period specified by the organizing committee. The organizing committee has the right to make final adjudication and will not accept any appeals after the decision.
Attires suitable for water activities (Sun-protection clothing, rubber soled shoes covering heel and toes, and cap). Dress code for other occasions will be announced otherwise.
The dates of swim test could be referred to April to June Activities / Training Circulars for certain Regions / Units. If there are any enquiries, please contact respective programme commissioner of Regions.
Participants must bring along their Certificates of Swimming Test during the Competition Days;
An official ballot will be taken place in the Briefing Session to determine the ordering and boats used for the Competition;
The length of the course will be adjusted according to the actual environment;
No replacement is allowed during the competition;
Should there be any changes regarding the rules, the Organizer will make announcements at the Briefing Session;
If there are any inadequacies and amendments for the terms and conditions of the competition, the organizer reserves the right to make the amendment without prior notice.
