WHAT IS A GENERAL OBLIGATION (G.O.) BOND?
A general obligation bond (GO) is one method a school district may use to borrow money for construction projects as provided in Iowa Code Chapter 75. General obligation bonds are issued and backed by the credit of the school district and its taxing authority. Unlike a personal loan an individual would obtain at a local bank, the general obligation bond does not require assets to be used as collateral. School district voters must approve before General Obligation bonds can be used. State and Federal laws tightly control this debt issuance process.

WHAT IS A Secure an Advanced Vision for Education (SAVE) BOND?
In general, funds from the SAVE Fund are distributed to school districts in the same manner that the state sales tax funding was distributed on a per pupil basis using the budget year’s certified enrollment. Approved uses of SAVE funds received by a school district are designated by each school district’s revenue purpose statement.Â
A capital projects fund for the purchase and improvement of grounds, purchase, construction and remodeling of buildings, major equipment purchases (including technology) and community education programs. The expenditures from SAVE are approved by voters in the Revenue Purpose Statement. Funded by state-wide sales taxes allocated by the state of Iowa to school districts based upon certified enrollment. It’s a promise to taxpayers of how the state-wide sales tax will be put to use in our community.
Hampton-Dumont CSD has approved the use of SAVE funds to complete up to $13,750,000 in facility projects. By using SAVE funds to complete projects within the master planning design, it decreased the amount of funds needed in a general obligation bond.

Hampton-Dumont CSD rents the auditorium space from the Church of the Living Word for approximately $16,000/year for performances and storage. This building was the original site Hampton-Dumont Middle School. A new auditorium on the high school campus would avoid transportation needs and hauling equipment for performances. A new auditorium on site will allow for various classes to use the space during the year.
