The Hampton-Dumont Community School District calls for an election on November 7, 2023, to authorize general obligation bonds in an amount not to exceed $17,000,000 for site improvements at Hampton-Dumont High School and South Side Elementary. 

BALLOT QUESTION

TO THE PRESIDENT AND BOARD OF DIRECTORS OF THE HAMPTON-DUMONT COMMUNITY SCHOOL DISTRICT, IN THE COUNTIES OF BUTLER AND FRANKLIN, STATE OF IOWA:


We, the undersigned, are eligible electors, reside within the School District and petition the Board of Directors of the School District to call a special election to submit to the voters of the School District the following proposition the purpose of which cannot be accomplished within the limit of one and one-quarter percent of the assessed value of the taxable property within the School District:


Shall the Board of Directors of the Hampton-Dumont Community School District in the Counties of Butler and Franklin, State of Iowa, be authorized to contract indebtedness and issue General Obligation Bonds in an amount not to exceed $17,000,000 to provide funds to construct, build, furnish, and equip additions to the High School building, including an auditorium; to renovate, remodel, repair, improve, furnish and equip portions of the High School building; and to construct, install, improve, repair, furnish, and equip athletic facilities at the High School building site?

PROJECT PHASING


Phase 1 - Hampton-Dumont CSD has approved a SAVE (otherwise known as the "state penny sales tax") bond in which construction projects will begin in the Spring/Summer 2024. The SAVE bond will be approximately $13,750,000 million. These projects are labled in green.


Phase 2 - Hampton-Dumont CSD is calling for a general obligation bond election in the amount of $17,000,000. These proposed projects are labeled in red. These proposed projects will only happen if the general obligation bond is successful on November 7th.

Middle School

This building is the newest in the district being started in 2004. There are no construction plans at the current time for this building through the bond referendum or SAVE funding other than regular maintenance.

Science/Chemistry rooms would be relocated and renovated to be modern and collaborative learning spaces.

The industrial Technology and Ag classroom/shops would be relocated and renovated in a larger space (current PE lockers and weight room) for opportunities for collaboration and ability to create larger projects.

Hampton-Dumont CSD rents the auditorium space from the Church of the Living Word for approximately $16,000/year for performances and storage. This building was the original site of the Hampton-Dumont Middle School. A new auditorium on the high school campus would avoid transportation needs and hauling equipment for performances. A new auditorium on site will allow for various classes to use the space during the year.

Community Voice

Facilities Committee

The District formed a community facilities committee to help determine the needs of the district.  The committee was comprised of representatives from the community, staff, school board, administration, and Emergent Architecture. This committee met four times over the last year to discuss the Emergent Architecture district-wide facilities assessment, facilities survey results, the facility priorities, and design schemes for renovations and new spaces. 

Community Survey

In November 2022, a facility survey was shared with students, staff, and community to gather feedback about facility needs in all buildings within the Hampton-Dumont CSD. The survey was sent out by email, shared on the H-D website, and shared on the H-D social media accounts. The responses were used as data to drive our community facility committee discussions and decisions.
