Mission

The Migrant Education Program aims to assist migratory students in overcoming challenges related to mobility, cultural and language differences, social isolation, and other issues associated with a migratory lifestyle. Its goal is to offer equitable resources, ensuring that all migrant children and youth are prepared for postsecondary education and the workforce, and to empower families for success.

Strategic Approach to Promoting HCISD Migrant Program

School 

  • Display MEP (Migrant Education Program) posters across HCISD district campuses

  • Conduct surveys among migrant students to assess their needs.

  • Provide school supplies to migrant families

  • Collaborate with district departments such as FACE (Family & Community Engagement) and Multi-Language to promote MEP

  • Promote MEP at campus staff meetings

  • HCISD Federal Programs website

  • Review daily enrollment and withdrawals.

Community 

  • Promote MEP at district events such as:

    • HCISD Families-New to District Event

    • Texas Parents Day

    • FACE Fall Festival

    • PreK RoundUp

  • Place MEP flyers in local businesses within the community.

  • During Migrant Parent meetings, encourage parents to share information about our migrant program with other families.

  • Invite speakers to Migrant meetings to present on various programs and services that are available for our students and parents.

  • Conduct surveys among migrant families to assess their needs.

  • Conduct home visits

  • Contact local growers and provide information on the HCISD Migrant Education Program

  • Provide information to the Local Workforce Commission office for potential vegetable workers

  • Contact vegetable packing companies such as Valley International Cold Storage to provide information on the HCISD Migrant Education Program

Seven Areas of Focus

Migrant Services Coordination

Ensuring that migrant students and their families have access to necessary educational and support services, from early childhood through the transition to post-secondary education or employment. 

Early Childhood Education

Providing programs for young migratory children, such as home-based education models and school-based early childhood initiatives, to enhance their readiness and performance in school.   Ex. A Bright Beginning Program

TX New Generation System (TX-NGS)

Utilizing a comprehensive database to record and transfer educational and health information of migrant students, facilitating continuity as they move between schools and states. 

Parental Involvement

Empowering parents to advocate for their children's education by establishing Parent Advisory Councils that participate in planning, implementing, and evaluating local MEP activities. 

Identification and Recruitment

Actively seeking and enrolling all eligible migratory children and youth to ensure they receive appropriate educational opportunities. 

Graduation Enhancement

Promoting successful transitions to post-secondary education through leadership academies, college entrance exam preparation, counseling, and coordination of activities that facilitate access to higher education opportunities. 

Secondary Credit and Accrual

Assisting secondary students in documenting and transferring course credits as they move between schools, ensuring they stay on track for graduation.

MIGRANT ED PROGRAM PARENT ADVISORY COMMITTEE


Migrant Ed Program Parent Advisory Committee (PAC) is open to interested parents/guardians of migrant eligible students.  Parent input is vital to the Migrant Ed Program's operations - we welcome new members and encourage anyone with a migrant eligible student to join the Committee.  The committee generally meets three times per year to discuss needs, offer ideas, and assist with program planning.

Priority for Service 



Priority for Service (PFS) Action Plan for Migrant Students As part of the Every Student Succeeds Act (ESSA), the Priority for Service (PFS) Action Plan is a required program activity for the Migrant Education Program. In providing services with funds received under this part, each recipient of such funds shall give priority to migratory children who have made a qualifying move within the previous 1-year period and who are failing, or most at risk of failing, to meet the challenging State academic standards; or have dropped out of school. [§1304 [20 U.S.C. 6394](d)].



Plan de acción de prioridad para el servicio (PFS) para estudiantes migrantes como parte de la ley Every Student Succeeds Act (ESSA), el plan de acción de Prioridad para el servicio (PFS) es una actividad del programa obligatorio para el programa de educación migrante. Al brindar servicios con los fondos recibidos en virtud de esta parte, cada destinatario de dichos fondos dará prioridad a los niños migratorios que hayan realizado una mudanza que califique dentro del período anterior de 1 año y que estén fallando, o con mayor riesgo de fallar, para cumplir con Estándares académicos estatales; o ha abandonado la escuela. [§1304 [20 U.S.C. 6394] (d)].

Migrant Out-of-School Youth (OSY) Program

The Migrant Out-of-School Youth (OSY) Program of the Harlingen CISD is designed to identify and recruit OSY, high school-aged children not enrolled in school.  In addition, the Migrant Education Program will determine instructional and support services that will help improve the quality of life of  Migrant OSY.

 

The goal of the Migrant OSY Program is to ensure that all students have access to appropriate services based on identified needs. By conducting a needs assessment, the OSY Program can help determine services based on individual needs and provide a variety of services and opportunities for Migrant OSY on a regional basis to encourage and assist them in achieving their full potential.
