  ANNOUNCEMENT

The Hawaiʻi State Department of Education is working to transition our web-based PDE³ software system. 

All PD providers with active Spring or Summer courses must adhere to the interim procedures for this transition period when the current system (PowerSchool) is concluding, the new system (Learnsoft) is not yet operational, and the new guidance is under development. 

New credit course submissions/section requests for the Spring and Summer of 2024 are no longer being accepted for the current PDE³ system as the deadline for submission was March 29. New credit courses or sections starting after July 29, 2024, are not being accepted for PDE³ until the new system is ready. 

The new PDE³ system is tentatively set for launch in the Summer of 2024. If you are interested in offering a PDE³ credit course with a timeline that begins after July 29, 2024, plan to attend the virtual training for instructors in June.

Writing a Course

All PDE³ courses for credit must be reviewed and approved at least 60-calendar days prior to the start of registration by a Department sponsor *first, before the Professional Development Officer (PDO) in the Office of Curriculum and Instructional Design (OCID).  
*PD credits do not guarantee highly qualified status for teachers. All courses intending to meet Teaching English to Speakers of Other Languages (TESOL) or Sheltered Instruction qualifications (SIQ) for teachers are advised to consult with the State EL Team in the Office of Student Support Services prior to submitting the course proposal in PDE³ for review and approval

Reviewing Portfolios

HIDOE PD-credits are an evidence-based form of professional development.  The purpose of a PDE³ portfolio is to demonstrate the extent of a participant's growth and change as a result of the course.  Instructors are responsible for assessing all submitted portfolios against the PDE³ guidance to determine a grade based on evidence. 
As a quality assurance measure, 10% of the instructor-approved portfolios in each section are randomly selected for external verification, validation, and approval prior to issuing credit awards for any participant who is given a "comp" grade by the instructor. Credits for course completion are contingent on the PDO approval of the randomly selected, instructor-approved, portfolios and awarded solely based on the evidence in the portfolio(s).

Teacher Reclassification

PD-credits earned through PDE³ can be used towards advancement in teacher pay.  
All PD-credit courses require registration through the PDE³ site. If the course is not posted in PDE³, the course and its credits may not qualify for teacher reclassification.  

There are two teacher reclassification deadlines per year:   

PDE credits should be awarded to participants by the section "end date." PD credits awarded are effective as of the section "end date," not the start date, the portfolio due date, or the date of issue.  Teachers can submit credits earned from all PDE³ courses with section end dates prior to the start of the desired reclassification semester.  Forms received and approved by the Teacher Reclassification office, on or before the respective deadline, will result in retroactive pay to the beginning of the reclassification semester.  The start date of a school’s semester will depend on whether a teacher is in a 10-month teacher position, multi-track, or a 12-month teacher position. 

Public Charter School (PCS) teachers are not reclassified through the HIDOE’s reclassification office unless the PCS purchases the HIDOE's personnel and payroll services and/or have a position funded by the HIDOE. Should you have questions regarding a specific PCS reclassification procedure, please consult with the PCS director or administrator.
