The first step for PD providers is to secure a *sponsor in the Hawaiʻi State Department of Education.
The HIDOE does not assist or advise in the solicitation of a course sponsor.
Please contact a school or office that may have a need for your services.
The sponsor is responsible for collaborating with providers before, during, and after the course to ensure the HIDOE expectations and requirements for PD-credit are met.
Office of Student Support Services (OSSS) - Title Ill/EL state office
Works with the OTM Educator Quality Section to ensure that all ESL credit courses in the PDE³ system meet the Teaching English to Speakers of Other Languages (TESOL)-Related “Sheltered Instruction” (SI) credit or Equivalent Options for HIDOE licensed K-12 teachers who plan or provide direct instruction to students.
Provides course sponsorship support and feedback, by request, on whether or not a course's content will qualify for the Hawaiʻi TESOL SI Qualitification requirements.

Which professional development credits are accepted by the Hawaiʻi State Department of Education (HIDOE) for teacher classification and salary advancement purposes?
There are two options for professional development credits that can be used towards reclassification and salary advancement for teachers. Credits for teacher classification and salary advancement are acquired by taking credit-bearing courses that are pre-approved by the teacherʻs administrator.
Credits can be earned through:
PDE³, the professional development management system for the Hawaiʻi State Department of Education (HIDOE) employees, or
accredited college or university courses that are documented on an official transcript.
College/university courses started after July 1, 2021, do not have to lead to an advanced degree to qualify for reclassification as long as the proper form has been completed and preapproved by the teacherʻs principal or administrator.
College/university courses completed prior to July 1, 2021, shall follow the criteria of the respective teacher reclassification guidelines from that year.
Prior to July 1, 2021, credits granted through a college or university must lead to an advanced degree and be pre-approved by the Teacher Reclassification Unit.
For example, if 500 level courses in the University of Hawaiʻi System were taken and completed prior to July 1, 2021, they would fall under the criteria of the previous teacher reclassification guidelines and be categorized as non-degree courses which would not qualify for reclassification credit.
For additional information regarding which credits are accepted by the Hawaiʻi State Department of Education and which forms to complete, please contact Teacher Reclassification at (808) 441-8383.
