Requirements:
Be at least 15 years and 6 months and under 19 years of age
Complete and submit the DE application form
Attend the mandatory parent/guardian orientation meeting with parent/guardian, which shall be the first two hours of classroom instruction
Possess a current Hawaii Instructional Permit (https://www.hawaiicounty.gov/departments/finance/vehicle-registration-licensing/vrl-appointments)
Clear any/all financial obligations (class dues, library fees, etc...)

Instructional Permit:
Persons younger than 18-years-old must provide written consent from their parent(s) or legal guardian, unless they are married or emancipated.
The minimum age to acquire an Instructional Permit is 15-1⁄2 -years-old.
Student Drivers must pass the preliminary examinations by taking a vision screening test and a rules of the road test.
Student Drivers may operate a motor vehicle upon any highway with an Instructional Permit only when accompanied by a licensed driver at least 21-years-old; if driving between the hours of 11 p.m. and 5 a.m., the Student Drivers must be accompanied by a parent or guardian.
All occupants must use safety belts or child restraints.
Student Drivers must hold a valid Instruction Permit for a period of 180-days before applying for a Provisional License.
The minimum age for Student Drivers to obtain a Provisional License is 16-years-old.
Student Drivers must complete a State certified Driver Education course taught by a Driver Education Instructor who has been certified by the Hawaii Department of Transportation; and Student Drivers must receive from that certified instructor a validly signed and sealed Student Completion Certificates for both the DE/ Classroom portion of the course (a yellow card), and for the Behind-the-Wheel portion of the Driver Education course (a blue card).
Student Drivers must pass a DMV administered road test.
Student Drivers' Provisional License allows them to transport only one person under age 18 who is not a household member.
With a Provisional License, Student Drivers may drive between the hours of 11 p.m. and 5 a.m. only when they are accompanied by a parent or guardian licensed to drive, unless (a) The Student Drivers are driving to and from employment; or, (b) The Student Drivers are driving to and from their school-authorized activity.
During these 11 p.m. and 5 a.m. hours Student Drivers may transport not more than one person under 18-years-old unless accompanied by the Student Driver's parent(s) or guardian(s) who are licensed to drive.
Student Drivers must hold a Provisional License for six months before applying for a Hawaii Driver’s License.
The minimum age to obtain a Hawaii Driver’s License is 17-years-old.
***All counties are participating in a new program to allow applicants to take the knowledge test from the comfort of your home, in a classroom, or just about anywhere. Note: you must meet technology requirements and visit a driver's licensing center to complete the process.
