Here is the general process for planning and implementing a Needs Assessment and how it relates to Premium Plans and projects:
Design a Needs Assessment process that is most appropriate to your community.
Implement the Needs Assessment by running a survey and/or conducting FGDs.
Analyze the information collected in the Needs Assessment to determine the greatest needs of the community and identify the changes you want to see or the long-term outcomes.
Create a Premium Plan to address the greatest needs of the community through Premium spending.
Present the plan to the General Assembly who will vote on it.
Implement the Premium Plan by carrying out the projects.
Every six months, evaluate whether the success of the projects, and the overall plan is meeting the needs of the community and making progress toward the changes you want to see, or the long term outcomes. Adapt the approach as needed.
Periodically, in accordance with the standards, go back to step 1 to design and carry out a new Needs Assessment process for the specific community.

When to use this tool?
After voting on Premium plan projects (Step 5) and every 6 months after that (Step 7).
