Bond 2022 will ask voters to consider a $24 million package based on the highest needs identified by the facilities planning committee that will include:
Increasing instructional space for welding classes, adding a multipurpose wet lab, and adding additional storage for materials and projects for the Ag. program: ($1,400,214)
Multipurpose/wet lab space for animal science lab time where students can wash the space down due to animal labs, horticultural projects etc.
Enclose current Ag. storage area for additional welding space
Additional storage built on to the back of the current Ag. building.

Increasing instructional space for the Health Science program to include 2 additional classroom/lab space: ($1,653,000)
2 combination health science classrooms with lab space built within the classroom to allow students to practice hands on nursing skills

Addresses the current issue over overcrowding
Adds an additional 150 seats to the cafeteria

Creating a full "D" in the south end of the track
Relocating field event runways and pits
Addressing the drainage issues
Increasing the approach area for the high jump

Auditorium with dance practice/banquet space: ($18,959,940)
Current auditorium is over 65 years old
The auditorium continues to be one of the biggest needs across the district due to the age of the current facility and inability to update the facility for lighting, sound, electrical and plumbing
Creates space for band concerts which are currently performed in the gym which creates issues with overcrowding and sound quality
Auditorium will be used for the following and much more:
Awards assemblies
School programs
Band concerts
Staff development training
Dance class
Theater class
Convocation
Student organization banquets
The auditorium will:
Seat 1,000 people which provides enough space for the high school student body and staff
Black box theater and an additional classroom that will be used daily for classes
The little theater and another classroom at the high school and the theater classrooms at the junior high will not be needed since these classes will move to the auditorium and will free up classroom space at the junior high and high school for any future classroom space needed at both campuses for core or elective classes.
The dance studio includes
Floor space and locker room space for drill team, cheer, and twirlers.
Banquet space for district and community events.
The dance studio when used as a banquet room can seat 150 people and the foyer will also open to the dance studio/banquet area for an additional 80-85 seats.

Just as homeowners borrow money in the form of a mortgage to finance the purchase of a home, a school district borrows money in the form of bonds to finance construction, renovation, and other capital projects. Both are repaid over time, but in order for a school district to sell bonds, it must go to the voters for approval.
Bond funds can be used to pay for new buildings, additions, and renovations to existing buildings, land acquisition, technology, buses, and equipment, among other items.
By law, bond funds may not be used to fund daily operating expenses, such as salaries or utilities, which are paid for out of the district’s Maintenance & Operation (M&O) budget.
The bond election has been called for Tuesday, November 8, 2022. Taxpayers may vote early on October 24-November 4, 2022 or on Election Day on November 8, 2022.

The new auditorium would be located on the practice field in between the Junior High and High School allowing students in 7th-12th grade easy access to the facility. This would allow 40% of the field to continue to be used for PE classes, band practice, soccer and little league practice.
The high school gym seats 1,800 people so the current parking at the high school would be utilized plus an additional 46 parking spaces. Parking between the auditorium and junior high on the current bus line can also be utilized as parking.
If approved by voters, the estimated tax rate impact would be an additional $0.081 per $100 valuation. The information below shows the projected tax increase for various home values.

Facilities for all programs were considered and discussed when the stakeholder committee evaluated the needs assessment of each campus. After looking at the district facility needs and bonding capacity, it was determined that a smaller practice space for dance, Twirlers, banquet space etc. was a greater need at this time.

BISD's student enrollment has been very stable over the years and student enrollment is down when compared pre COVID and post COVID enrollment. Chandler Intermediate currently has the lowest enrollment of all the campuses. When Chandler Intermediate was built in 2000, it was built with an additional 4 classrooms to accommodate growth. Chandler Elementary also has additional classrooms to accommodate student growth. By building classroom space at the auditorium for theatre classes, this would open up 3 classrooms at Brownsboro High School and 4 classrooms at Brownsboro Junior High to accommodate future growth.

Bond capacity refers to the district’s ability to issue bonds within State law limitations taking into account its existing bonds and assumptions regarding interest rates and future growth in the district’s tax base. Assuming an I&S tax rate of 50-cents (generally speaking, the maximum allowable I&S tax rate), which would represent a 22-cent increase over the district’s current I&S tax rate, Brownsboro ISD’s maximum bond capacity is estimated to be $41,750,000.
The facilities planning committee reviewed the needs of every campus and the facility needs across the district, which included considering a new high school. The current high school was built in 1987 and currently has 759 students in attendance. The building was originally built to house 900-990 students, which indicates there is capacity to accommodate growth.
Based on information gathered during the facilities assessment in the fall of 2021, a new high school is estimated to cost at somewhere from $96-$99 million in addition to the purchase of land and road work which would be required for the project. This cost is based upon current market value of supplies, labor, etc. After the district needs were prioritized, a new high school was not identified as a top priority of need at this time.
Currently, the age of the auditorium prevents the district from updating the theater/stage for lights, sound, and other technology required for our students to compete at the level of their peers across the state. A renovation of the auditorium was considered but after meeting with construction experts, this was not a feasible option. It is anticipated that the district would continue to use the other part of the building such as the PLL for staff development trainings and Friday night team meals for football in the way it is currently being used, etc.

The turf at the football stadium was installed in 2010. Knowing that the current turf is at the end of its lifespan, the district has been saving money over the last 3 years in order to have the funds to replace the turf. This is a part of the regular maintenance of this facility and bond money will not be used to pay for this project. The turf is anticipated to be replaced after soccer season and before graduation in May with a completion date of May 2023.
