On April 20, 1917, two classes were established at the original campus of ChaMou Camp Public School (later renamed as Liouying National School), located in Daming, Sinying City. On April 1, 1941, it was renamed as Sinying East National School. On August 1, 1968, it was renamed again as Sinying Elementary School. In September 1973, the Ministry of Education set up a gifted and talented class in Sinying Elementary School.
Sinying Elementary School, with a history of over 100 years, is located in the cultural and educational center of Sinying District, Tainan City. It is situated in a region rich in nature, history, and culture. The surrounding area of the school mainly consists of government agencies and financial institutions. The tributary of Jianan Dazhen irrigation canal flows through the north end of the school, and located nearby are are Sinying Cultural Center, Nanying Green Central Park, and the Japanese-style San Yi House.
