Guam’s Newest Graduation Requirement:
Public Law 37-93
AN ACT TO ADD A NEW § 3223 TO ARTICLE 2 OF CHAPTER 3, TITLE 17, GUAM CODE ANNOTATED, RELATIVE TO PRIORITIZING ACCESS TO FEDERAL FINANCIAL ASSISTANCE THROUGH THE COMPLETION OF THE FREE APPLICATION FOR FEDERAL STUDENT AID (FAFSA) BY GUAM PUBLIC HIGH SCHOOL SENIORS.
*** FAFSA Opt Out: Seniors whose post-secondary choice is military enlistment, full-time employment, international college, or any other reasons that are NOT college bound in the U.S. may be waived from applying FAFSA. However, Seniors must still schedule a meeting to see your respective counselor to complete the FAFSA Accountability Form (FAF) form for the exemption.

What is FAFSA?
Free Application for Federal Student Aid (FAFSA) is a free application to determine eligibility for grants, scholarships, work-study, and loans for college or career school.
To Complete the FAFSA Application, the documents needed are:
Student’s Social Security card
Parent/ Contributor’s Social Security card
Parents’ Income Tax return information of two years before the start of school year (in this case 2024)
Other documentation: Child Support, current balance of savings & checking, investments, retirement funding, social security benefits, private property (farm land, homes, businesses, etc.). Contributors and student employees must also give consent to the IRS to provide their tax reports.
Full name following Social Security Card of student and parent
Date of birth of both student and parent
Personal email address of both student and parent (NOT USE gdoe email)
Mailing and housing addresses of student and parent

Print and use the provided “FAFSA Cheatsheet” to help you get started. Click HERE for the cheat sheet. Printing the cheat sheet to use is very important, because it will help you and your contributor track your FAFSA Log-In information. The same log-in information will also be used to renew your FAFSA application for every year of college. Keep the completed cheat sheet document with all your other important documents, such as birth certificate, SSN card, diploma, certification, etc. in a folder for future usage.
Students may receive up to 6 years of federal aid, if qualified annually through the FAFSA application.

Pro-Tip: Best to complete your FAFSA online application ASAP if you want to obtain as much financial aid as you can. There are also 3 important deadlines: college, state, and federal. Colleges and states have their own private and public financial aid that are awarded to qualified students if applied early. For the 2025–2026 FAFSA, the federal deadline is June 30, 2026.
In addition to applying early, you will have time to fix or request more funding if you need to submit additional documentation to prove a significant financial situation that was experienced by you or your contributor.
What to Do After You Submit Your Online FAFSA Application:
After submitting the online FAFSA application form, review your FAFSA confirmation page to see if there are any corrections you and your contributor need to make.
In 1-3 days, you will receive an email or you can check your confirmation page for your estimated Student Aid Index (SAI), which will inform you of how much federal grant, loan, or work-study you may qualify for.
See your counselor to complete the FAFSA Accountability Form (FAF) for submission to meet your graduation requirement.
Lastly, contact the financial aid office of the colleges you intend to attend to discuss your SAI and special financial circumstances. Apply for other financial aid the colleges offer. Compare the financial aid offered from each college and make your best choice.
