The English as a Second Language (ESL) Program has been developed and implemented to identify, assess, and provide appropriate educational services to all English language learners. The Program is designed to meet federal requirements for the elimination of discriminatory educational practices set forth in the Civil Rights Act of 1964, The Bilingual Education Act of 1968, the Equal Educational Opportunities Act of 1974, the United States Supreme Court decision in Lau v. Nichols (1974), Title III of the No Child Left Behind Act of 2001, and the Guam Educational Board Policy 312.
