ALTERNATIVE Routes to NC Teaching License

ReciprocitY

Reciprocity states that an individual is eligible to pursue a North Carolina Teaching License if the out-of-state education programs are equivalent to North Carolina's standards and guidelines for approved educational programs. Reciprocity does not guarantee that all areas of licensure will directly transfer but that it will be compared closely to the education programs in North Carolina. The individual must have:

1. Completed an education program in a state with with NC has an interstate agreement.

2. Completed an education program that meets the standards developed by the National Association of State Directors of Teacher Education and Certification (NASDTEC)

3. Completed an education program accredited by the National Council of Accreditation of Teacher Education (NCATE)

Also, the individual must have verification of their License status as well as No Child Left Behind (NCLB) status.

** If unable to meet the requirements listed above, the individual may be issued a provisional license in the areas and levels held with their out-of-state license. This license is valid for only one year, provided the individual has completed the bachelor's level teacher education program. The provisions are eligible to be removed after satisfying testing requirements and satisfactory teaching in a NC public school. **

Lateral entry

Lateral entry allows qualified individuals to obtain a teaching position and begin teaching right away, while obtaining a professional educator's license as they teach. The NC Dept of Public Instruction authorizes 3-year lateral entry professional educator's licenses on a provisional basis in licensure areas that correspond to the individual's academic study.

Teachers licensed through the CTE provisional route are issued a restricted license, which means employment is limited to the specific area of licensure. Teachers with a restricted license are not eligible to add additional license areas based on testing or 24 semester hours of course work unless otherwise permitted by policy.
