The Schuylkill Intermediate Unit 29 (IU29) serves as the lead agency among a consortium of local schools and districts in an effort to implement the Schuylkill County Schools Readiness and Emergency Management Project. The overarching goal is to strengthen school crisis plans and to build capacity of schools to mitigate, prevent, prepare, respond, and recover from a crisis event. The project will undertake a multifaceted all-hazards approach based upon recommended and promising practices, and will be executed through the cooperative effort of the Schuylkill County Schools Readiness and Emergency Management Planning Consortium in cooperation with the Schuylkill County School Safety Coalition, a group of diversified stakeholders including first responders and educators.
The project plan encompasses several components designed to strategically address identified needs and satisfy objectives. The initial component includes strengthening and building the leadership and resource capacity of the Safe Schools Coalition through professional emergency management consultation. Secondly, emergency management consultants will review the comprehensiveness of school plans and planning efforts in order to measure the extent to which schools utilize recommended and promising crisis planning approaches and established project objectives, such as the development of Infectious Disease and Food Defense plans. The third project component includes the provision of a comprehensive all-hazards approach training for school personnel, including crisis team, “train the trainer/facilitator” trainings, workshops, seminars, and table-top exercises. The final component includes further project evaluation to ensure project sustainability and overall effectiveness.
The project will foster the development of plans in a uniform, consistent manner throughout local schools/school districts. Implementing the project at the planning consortium level through IU 29 ensures that the project attains a high level of efficacy, and allows the IU 29 and the consortium to serves as critical resource for all schools.
