What is it?
Emergency cash assistance made available to low-income individuals and families who do not qualify for other cash assistance programs. DCAP is made available because of Washington state’s declaration of a state of emergency.
Cash assistance is available for one month in a 12-month period (so, families who receive aid may not reapply within the same year). Please see the chart below for maximum benefit amounts based on family size.
Household Size
Maximum Benefit
1=$363
2=$459
3=$569
4=$670
5=$772
6= $877
7 = $1,013
8+ = $1,121
Who can apply?
DCAP is intended for families who are not eligible for other cash assistance programs (i.e. TANF/Temporary Assistance for Needy Families, unemployment, etc.). US citizenship and/or a social security number are not required. Undocumented families also may find it useful to know that DCAP payments are exempted from the “public charge test,” so they should not impact future legal status in any way.
Families must not exceed maximum income/resource limits. Monthly income is based on TANF standards and corresponds to the monthly distributions in the chart (so for example, to be eligible for DCAP, a one person household must have less than $363.00 in income after deductions are applied in the month of application). Up to $6,000 in available liquid resources and up to $10,000 equity in one vehicle in exempt from resource limits. Eligibility will be determined by one phone interview.
How do you apply?
Families have two options when applying:
Applying online at WashingtonConnection.org (website available in English and Spanish), THEN call 877-501-2233 to complete the required eligiblity interview.
Calling 877-501-2233 to complete the whole application process, including the required eligibility interview, over the phone.
DSHS advises that there may be a long wait time, and the best time to call is before 11am. DSHS reports that the busiest call time is between 11am-2pm.
How is cash assistance distributed?
Cash assistance will be distributed to an existing EBT (Electronic Benefit Transfer) card, if applicable. If the individual/family does not have an EBT card, an EBT card will be provided by mail.
