Ensure that parliamentary procedures are followed correctly

Functions:
Guiding the work of the European Council in setting the EU’s overall direction and priorities (in cooperation with the Commission).
Boosting cohesion and consensus at the European Council.
Representing the EU abroad for foreign and security policy issues.
