The Foreign Service Institute (FSI) hosts different venues where specialists, experts, and practitioners can engage in discussions with the Department of Foreign Affairs, the Academe, and stakeholders, on regional and global issues that have political, economic, and sociocultural impact on the Philippines. 


The following are some of the events FSI has hosted or co-organized, in relation to the topic of migration.

'Filipinas Ultramar' Advocates National Consensus on Filipino Diaspora


The Filipino diaspora was front and center during the “Filipinas Ultramar: Philippines Beyond Borders – Towards a National Consensus on the Philippine Diaspora” symposium on 29 January 2024 in Manila. The event was co-organized by the Department of Foreign Affairs Undersecretary for Migrant Workers’ Affairs (DFA-UMWA) and the Foreign Service Institute (FSI). The symposium brought together representatives from various stakeholders involved in diaspora engagement.  

Human Rights Expert Leads Discussions on Climate Migrants

On 13 December 2023, the Foreign Service Institute (FSI), in partnership with the Department of Foreign Affairs-United Nations and Other International Organizations (DFA-UNIO), held a Mabini Dialogue titled “The Rising Tide of Climate Migrants: The Nexus of Migration, Climate Change, and Human Rights” at the Carlos P. Romulo Library, DFA Building, Pasay City.


The speaker at the event was Bertrand Ramcharan, former Acting High Commissioner for Human Rights at the United Nations, who provided insights on addressing the increasingly intersecting issues of climate change, migration, and human rights.

FSI’s Partners’ Lecture Series Opens with DMW

In a significant move towards fostering collaboration and sharing expertise, Officer-in-Charge Hans Leo J. Cacdac of the Department of Migrant Workers (DMW), took the stage on November 17, 2023 to deliver the inaugural message for the Foreign Service Institute’s (FSI) Partners’ Lecture Series (PLS).


Undersecretary Antonio A. Morales opened the event with his remarks. During the lecture, OIC Cacdac provided a comprehensive overview of the core functions of the DMW, emphasizing the importance of securing the best possible working conditions that uphold the dignity of Overseas Filipino Workers (OFWs). Furthermore, OIC Cacdac shed light on key DMW services, including migrant workers’ welfare, reintegration, digitalization initiatives, scholarships for OFW children, and protection measures.
